This year, a series of major administrative and transportation projects, long anticipated in Incheon’s Yeongjong International City, have finally come to fruition. As these positive developments become reality, the regional housing market is undergoing a full-scale reappraisal.
The most significant change has been to the administrative system. On July 1, Incheon's reorganization of its administrative structure officially launched ‘Yeongjong-gu’. This was the first such change in 31 years since 1995. As a result, the Yeongjong area, including Yeongjong International City, was separated from Jung-gu and became an autonomous district with a population of approximately 140,000. Immediately after its launch, Yeongjong-gu began to actively promote itself as an “airport economic zone city,” officially proposing five regulatory reforms to the government, including improvements to the visa-free entry policy for transit tourists and the relaxation of height restrictions around the airport.
The transportation network has also been dramatically revamped. In January of this year, the Cheongna Sky Bridge (formerly the 3rd Link Bridge) officially opened, connecting Yeongjong and Cheongna and completing a major transportation axis that links the three international cities of Songdo, Cheongna, and Yeongjong. Thanks to the Cheongna Sky Bridge, residents of Yeongjong can now more easily access the Cheongna living area, while the Incheon Bridge brings the Songdo lifestyle closer, significantly expanding Yeongjong’s sphere of daily life. Additional transportation projects, such as the direct connection between the Airport Line and Seoul Metro Line 9, as well as the KTX from Incheon, are also underway.
The impact of these completed developments is reflected in transaction data. According to the Ministry of Land, Infrastructure and Transport’s actual transaction price disclosure system, apartment transactions in Yeongjong-gu in June this year reached 119 cases (based on contract date, excluding cancellations as of July 15), an increase of more than 30% compared to 91 cases in December last year, which was just before the opening of the Cheongna Sky Bridge. This demonstrates that the expanded living area following the bridge’s opening is now visible in housing market indicators.
A real estate expert said, “Unlike development plans that remain at the level of expectation, actualized positive developments in the market elicit an immediate response in residential demand. The simultaneous achievement of administrative independence and transportation network expansion within a single year in Yeongjong is a rare transformation even for the Seoul metropolitan area, so a continued reappraisal by end users is likely.”
The fact that homebuyers can now enjoy a well-developed residential environment, thanks to completed transportation and administrative infrastructure, at reasonable prices is expected to present an attractive option for actual buyers in an era of high pre-sale prices.
Amid these changes, ‘Yeongjong International City Shinil VIAF Crest,’ currently being offered for sale on a first-come, first-served basis in Yeongjong Haneul City, is attracting strong interest from end users. The complex has lowered the down payment to 5% of the selling price, and the initial payment for phase one is fixed at 5 million won, significantly easing the initial financial burden for buyers.
‘Yeongjong International City Shinil VIAF Crest’ is being developed by Shinil Co., Ltd. on lot A19 (Phase 1) and lot A20 (Phase 2) in Yeongjong Haneul City. The project will consist of 11 buildings, each ranging from 2 basement levels up to 21 stories above ground, with a total area of 84 or 114 square meters per unit and a total of 960 housing units. Of these, 895 units will be the highly preferred 84-square-meter layout, and more than 95% of all homes are designed with a plate-type structure. The price cap system is applied, so units are being offered at reasonable pre-sale prices.
The educational environment is also excellent. An elementary school in front of the complex has received conditional approval from the Central Investment Review Board and is scheduled to open in March 2029, giving it a truly “elementary-front” location. The complex also boasts strong educational infrastructure, with easy access to prestigious schools such as Incheon Haneul High School, Science High School, and International High School. In front of the complex lies the 1.77 million-square-meter (about 530,000-pyeong) Seaside Park, while nearby, a new administrative town will be created, including the new Yeongjong-gu Office, a police station, and a post office. There are also expectations that the expansion of Yeongjong-gu will accelerate the development of administrative infrastructure.
