With the Ministry of National Defense announcing a significant removal of military facility protection zones and flight safety zones in the Goyang City area of Gyeonggi Province, the prospects for developing Ilsan Technovalley and the Phase 3 Changneung New Town have brightened. The lifting of military restrictions, which had served as barriers to corporate investment, is expected to accelerate the attraction of high-tech companies and urban development.
Min Kyungsun, Mayor of Goyang Special City, stated on the 21st, shortly after the Ministry of National Defense's announcement regarding the lifting of military facility restricted zones and flight safety zones, "I sincerely welcome this decision together with all 1.07 million residents of Goyang." He added, "This will add momentum to land sales at Ilsan Technovalley and the attraction of enterprises, and will have a positive impact on the development of the Hwajeon-dong area as well as the formation of the Phase 3 Changneung New Town."
He went on to emphasize, "We will secure ample industrial land, implement swift corporate attraction strategies to foster advanced future industries, create high-quality jobs, and focus administrative capabilities on revitalizing the regional economy."
The Ministry of National Defense announced on this day that it will lift military installation restricted protection zones covering 770,701.5 square meters in the Daehwa-dong, Beobgot-dong, and Janghang-dong areas of Goyang City. In the second half of this year, the ministry also plans to lift 17.6 million square meters of flight safety zones in the Gangmae-dong, Deogeun-dong, Donae-dong, Hyeoncheon-dong, and Hwajeon-dong areas.
This round of military facility protection zone liftings includes 446,716.5 square meters of the Ilsan Technovalley project site. Previously, over half of this development zone was designated as a military facility protection area, and any building exceeding 16 meters in height required military approval. With the removal of regulations that had been obstacles to attracting companies during the creation of the high-tech industrial complex, both land use efficiency and investment appeal are expected to increase significantly.
Goyang City explained that this accomplishment is the result of years of efforts to relocate military facilities and resolve related regulations.
The city reached an agreement in 2019 on military facility relocation through policy consultations with Gyeonggi Province and the Ground Operations Command and, in 2020, signed a "transfer for compensation" relocation project agreement with the Defense Facilities Agency. Under this project, newly established military facilities were donated, and the existing sites were transferred, with the relocation completed in April of this year.
However, the removal of military protection zones was not automatic upon relocation. The city continuously requested full removal through multiple site briefings and consultations with military units and the Ministry of National Defense and officially requested the 60th Infantry Division for removal in February of this year. Following operational reviews by the military and deliberations by the Joint Chiefs of Staff and the Ministry of National Defense, final public notification of the removal is scheduled for the 22nd.
With this announcement, 555 parcels covering a total area of 770,000 square meters in Daehwa-dong, Beobgot-dong, and Janghang-dong will have their military facility protection zones lifted. This includes part of the Janghang public housing district, and the conditions for surrounding development are also expected to improve.

The Ministry of National Defense plans to convert Susaek Airfield into a helicopter-only operational base and remove 19.82 million square meters of flight safety zone. Accordingly, altitude restrictions on 17.6 million square meters in the Gangmae-dong, Deogeun-dong, Donae-dong, Hyeoncheon-dong, and Hwajeon-dong areas are set to be lifted in the second half of this year.
The removal of the flight safety zone essentially means that building height restrictions will disappear. This not only alleviates the long-lasting inconvenience for residents who have faced restrictions on exercising property rights, but is also expected to significantly impact redevelopment, reconstruction, urban maintenance projects, and the development of Changneung New Town.

A Goyang City official stated, "As a result of continuous consultations with relevant agencies over the past four years since 2022, we have achieved the lifting of the military facility protection zone." He added, "We will further strengthen the foundation for Goyang City's future growth, centering on Ilsan Technovalley and Changneung New Town."
