The event was attended by Namyangju Mayor Hyunduk Choi, Citizens' Sovereignty Committee Chair Kyungseong Seok, transition team members, and about 80 citizens. It was broadcast live on YouTube, allowing citizens who could not attend in person to participate online.
This report meeting marked the conclusion of the Citizens' Sovereignty Committee's 40-day series of initiatives and provided a venue to share the direction for the city's administration moving forward with citizens.
The committee operated based on the philosophy that 'citizens are not just the target of policies but the main drivers in policy creation.' It went beyond the conventional operation of transition committees by presenting a new administrative innovation model that strengthened citizen involvement and administrative transparency.
Notably, for the first time in the nation, the entire work reporting process was streamed live in both directions, making the administrative preparation process public to citizens. The committee also operated as a citizen-sovereignty type body based on collective intelligence, with over 120 individuals including transition and advisory committee members participating. Additionally, it established the vision for the 9th municipal administration, four key areas, and 100 key tasks, thereby creating an execution framework for the upcoming city administration.
On this day, Chair Kyungseong Seok declared the official conclusion of the committee's activities by presenting a white paper, containing the vision and 100 key tasks for the 9th municipal administration, to Mayor Hyunduk Choi and the citizens. Following this, the mayor and citizen representatives held up the white paper together, symbolically declaring that citizens are both the starting point and the main agents of policy, reaffirming their commitment to implementing the key tasks.
Chair Kyungseong Seok stated, "The tasks reported today are the result of considerations by both citizens and committee members, and represent a promise for Namyangju’s future. Although the committee’s official activities are ending, the era of citizen sovereignty truly begins now. I earnestly hope that, together with the citizens, we will certainly achieve the 'Great Transformation of Namyangju.'"
Mayor Hyunduk Choi evaluated the operation of the Citizens' Sovereignty Committee as a new model of 'transparent administration.'
