Most of the 3,000 Posts Are Grievances and Appeals
Likely to Be Discussed at the Town Hall Meeting on the 23rd
Within just one week of launching its "Real Estate Discussion Forum" to gather public opinions on overall real estate policies, the government has received nearly 3,000 submissions.
Although labeled as policy proposals, most of the posts comprise grievances or personal appeals. As the government collects opinions ahead of the national town hall meeting presided over by President Lee Jaemyung on July 23, there is keen interest in how these suggestions will be utilized during the actual discussions.
According to the real estate discussion forum on July 21, roughly 1,300 posts relate to housing finance, about 1,000 concern supply issues, and approximately 700 address taxation. The forum has been in operation since July 14, when the government began holding topic-specific real estate discussions (on supply, finance, and taxation) divided by ministry in preparation for the President’s town hall. The Ministry of Economy and Finance supervises the forum, with the participation of the Ministry of Land, Infrastructure and Transport and the Financial Services Commission.
A closer look reveals that the largest number of submissions are about loans. Many call for easing lending regulations because tighter rules have made it difficult to secure financing. One contributor wrote, "Please consider exempting collective and final payments for homes purchased for actual residence from the aggregate household loan limits, or establish a separate cap, so that well-intentioned buyers are not unfairly penalized." Other suggestions request selective easing of regulations for certain groups such as the homeless, first-time homebuyers, young people, and newlyweds, or the introduction of dedicated public housing loan products.
Regarding supply (or regulation), posts commonly express the need to "set fair conversion standards for NewsStay tenants," "rapidly and massively increase the supply of public rental housing," and "ease regulations to promote supply led by private-sector redevelopment." There are also specific and project-related proposals, such as excluding villas and officetels from the housing count, or opposing further increases in housing supply in the Yongsan International Business District.
In the taxation field, the main themes include suggestions for taxation based on the value of owned homes, fairness in overall property and capital gains taxes, relaxing the heavy capital gains tax, and offering tax incentives for unsold apartments in provincial areas.

Despite being called a discussion forum, the government has yet to provide immediate feedback, which does not fit the forum's name. Since many posts overlap or are in the nature of civil complaints, it is practically difficult to respond to each one individually. The primary purpose of running the forum is in fact to collect opinions ahead of the national town hall on July 23. Therefore, rather than responding promptly, the government is likely to aggregate the suggestions for discussion at the upcoming meeting.
