Second Recruitment Following the First Round of 3,000 Hires
The National Tax Service (NTS) is launching the second round of recruitment for the National Tax Non-Tax Income Delinquency Management Team. Starting from October this year, a total of 7,000 workers—including the previously hired 3,000 and an additional 4,000 from this round—will be tasked with verifying the status of 4.24 million non-tax income delinquents.
On July 21, the NTS announced that it will release a second round recruitment notice for 4,000 fixed-term workers for the National Tax Non-Tax Income Delinquency Management Team, to be deployed nationwide.
Earlier in May of this year, the NTS conducted its first recruitment drive, hiring 3,000 fixed-term workers for the Delinquency Management Team. With the addition of 4,000 more positions in this round, the total number of fixed-term workers recruited this year will reach 7,000.
Previously, about 4,500 agencies had been collecting outstanding non-tax income—including fines and penalties—based on roughly 300 separate laws. However, due to limitations such as a lack of specialists and collection infrastructure, this year’s program centralizes the process under the NTS in order to improve efficiency in managing national finances.
Applicants must be at least 18 years old and hold South Korean nationality. Veterans, people with disabilities, and recipients of basic living subsidies will be eligible for preferential treatment. Applications must be submitted online by 6:00 p.m. on July 29, and only online applications will be accepted. Candidates must submit their application documents through the official NTS recruitment website for fixed-term workers; submissions in person or by mail are not permitted.
Fixed-term workers on the Delinquency Management Team are not engaged in collection activities such as seizure or search. Instead, they are tasked with basic fact-finding, verifying the real-life circumstances of 4.24 million non-tax income delinquents (with a total outstanding amount of 16 trillion won). Their work will include assessing payment ability, identifying the causes of delinquency, providing notice of delinquency, and verifying living conditions.
Telephone survey agents will call delinquents to inform them of their delinquent status and provide information on payment methods. If the individual expresses willingness to pay in installments, the agent will explain the payment schedule. Cases involving individuals evading payment will be referred to public officials for in-person follow-up. If it appears an individual is experiencing financial difficulties, the agent will schedule a home visit to better assess the living situation.
Field survey agents will visit the delinquent’s residence or business site to explain their delinquent status and payment methods, and introduce support measures, such as installment payment programs or welfare linkage, to reduce the taxpayer’s burden. Through interviews and observations, field agents will confirm whether the delinquent is actually residing at the listed address, assess business operations, and gather basic data needed for further management of the case.

The NTS expects that this comprehensive status check will advance tax justice, help secure government revenues, and create jobs. An NTS official stated, “For those deliberately evading payment, we will respond strictly, ensuring that law-abiding citizens do not feel a sense of unfairness. By building a customized collection system through on-site surveys, we can raise collection rates for delinquent taxes and strengthen the health of the government’s finances. Additionally, we aim to provide large-scale public employment opportunities nationwide, and seek solutions for delinquents facing livelihood hardships by connecting them to welfare programs.”
