Yangcheon District Launches "Real Estate Safety Guardians" Program with Certified Realtors
Constant Monitoring of Fake Listings and Price Collusion
Support Extended to Legal and Financial Consultations
On July 21, Yangcheon District in Seoul (Mayor Lee Gijae) announced the launch of the "Real Estate Safety Guardians" program in partnership with certified real estate agents, introducing a cooperative public-private monitoring system to prevent illegal activities in the real estate sector and enhance transaction safety.

The district appointed 26 local certified real estate agents, recommended by the Yangcheon branch of the Korea Association of Realtors, as Real Estate Safety Guardians. Earlier this month, the district held an appointment ceremony and provided operational training at the Yangcheon Cultural Center. These agents utilize their on-the-ground experience to routinely monitor the market and offer consultations to residents.
Real Estate Safety Guardians use agent-exclusive networks and online platforms such as Naver to check for fake or inappropriate listings, price collusion, and abnormal transactions. If an issue is identified, they request voluntary correction from the brokerage in question and report the results to the district office each month.
If a brokerage fails to comply with the correction request or if a serious legal violation is suspected, the district plans to conduct a joint in-depth investigation with public officials. Should any illegal activity be confirmed, the district will respond strictly in accordance with the relevant laws, including administrative action or referrals for prosecution.
Consultation services for residents are also being strengthened. The Real Estate Safety Guardians provide telephone and in-person consultations regarding lease contracts, relocation due to reconstruction or redevelopment, and general legal and financial matters. If further expert advice is needed, customized support is offered through connections with legal, tax, or financial professionals.
Residents can apply for consultations by calling (02-2620-3474) or visiting the Real Estate Information Department at Yangcheon District Office. The district will prioritize assigning Safety Guardians who are located near the applicant’s residence.
In addition, Yangcheon District is simultaneously pursuing policies to prevent tenant fraud. In February of this year, the district conducted a survey of 346 tenant fraud victims to determine the extent of secondary damages and submitted recommendations for system improvements, such as the introduction of public entrusted management, to the Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government. The district continues to operate services such as safe lease price guidance, support for single-person households entering lease or monthly rental agreements, and assistance centers for tenant fraud victims.
