Chemical Integration of Environment and Energy Data... Ministry of Climate to Build AI-based Administrative Framework
The government is preparing a blueprint to fully integrate artificial intelligence (AI) into the environmental and energy sectors. The key initiative, following the integration of energy functions between the Ministry of Environment and the Ministry of Trade, Industry and Energy earlier this year, is to establish "AI·data governance" by connecting over 900 previously dispersed data sets and information systems into a single network. Based on this, the plan is to build an AI-supported system, ranging from climate disaster prediction, such as floods and droughts, to administrative staff operations.
According to government ministries on July 20, the Ministry of Climate, Energy and Environment has recently begun developing the "Artificial Intelligence Informatization Master Plan" covering 2027 to 2031, as the 5th Basic Plan for Environmental Informatization concludes at the end of this year. The main objective is to integrate dispersed data across the environment and energy fields, raising cross-departmental synergy by focusing on AI-driven data unification.

View original imageThis administrative innovation stems from the rapid proliferation of information systems triggered by the merger of government departments. With the launch of the Ministry of Climate, the information systems of the Ministry of Environment and the energy division of the Ministry of Trade, Industry and Energy were combined, causing the total number of systems to jump from 313 to 912. As the systems increased sharply, data became dispersed and redundantly managed by department and function, making unified utilization difficult. In response, the Ministry of Climate plans to conduct a comprehensive survey of information systems' functions and data status, develop a "data map," and consolidate redundant or outdated systems. This effort aims to achieve a "chemical integration" of environmental and energy data, going beyond mere physical organizational restructuring.
The integrated data will become a core asset for AI-based climate and energy policy. AI will be tasked with utilizing machine learning and generative AI technologies to forecast climate change and air quality, as well as to detect environmental anomalies early. The integrated data will also be analyzed to respond to climate disasters such as floods, droughts, and heatwaves, and will help establish a unified framework supporting carbon neutrality and energy transition policies. An official at the Ministry of Climate commented, "By linking previously dispersed environmental and energy data, we expect greater accuracy in policymaking and a more advanced decision-making system."
The government is also laying the groundwork for AI to effectively utilize this data. Administrative data that was previously restricted due to privacy rules or non-disclosure policies will be made accessible to AI by pseudonymizing personal information and establishing criteria for opening public data. The ministry is also considering ways to apply "AI agent" technologies to administrative work. For example, when a public official instructs an analysis of flood risk in a specific region and requests a report, the AI agent collects and analyzes the relevant data itself, generates visualization graphs, and composes a final report—forming an independent work execution model.

The Ministry of Climate plans to finalize a detailed roadmap for this AI informatization master plan by the end of the year and begin phasing in AI-driven administrative systems on-site from next year. However, technical conflicts and data silos between departments may arise during the process of organically integrating more than 900 disparate information systems, and these issues remain to be addressed. There are also concerns that failing to standardize data formats prior to integration could lead to system overloads or interoperability errors, given that each ministry’s systems have been operated differently until now. A government official stated, "We will implement rigorous security measures in advance to handle confidential data directly linked to national climate and energy security policy."
