National Assembly Speaker Cho Jeong-sik announced on the 17th, "I propose that we prepare a constitutional amendment bill based on national sovereignty in 2027 and conclude the 10th constitutional revision within this 22nd National Assembly."
In his Liberation Day congratulatory address delivered at the National Assembly that day, Speaker Cho said, "Next year is a year without nationwide simultaneous elections. It is an ideal time for the National Assembly to roll up its sleeves and calmly discuss constitutional reform," adding, "With a constitutional amendment that reflects the people's aspirations and the nation's future, we must fulfill the long-postponed mission of our era."
Emphasizing the need for "thorough discussion" and "social consensus," he stated, "Let's launch a constitutional amendment task force swiftly and gather wisdom through full-scale public debate next year," and added, "Let us complete the framework for a constitutional amendment bill that every citizen can agree on."
To this end, he said, "First, I will establish a Constitutional Amendment Advisory Committee directly under the Speaker to outline the roadmap and topics for constitutional reform. Then, after consultations with all political parties, we will form a Special Committee on Constitutional Amendment at the appropriate time and proceed to discuss the amendment bill sequentially."
He further stated, "We will start by steadily opening the way on tasks with a high level of consensus, such as including the spirit of the May 18 Democratization Movement in the preamble of the Constitution and limiting the president's power to declare martial law. Reforming the power structure and election management are also pressing issues that cannot be postponed. We must achieve genuine separation of powers and a full guarantee of suffrage."
Speaker Cho emphasized, "The ruling and opposition parties, after reaching an agreement and in consensus with both the government and the public, should ensure that the agreed-upon points are put to a national referendum as the 'greatest common denominator.' This round of constitutional revision will by no means turn into a political backroom deal."
In this regard, he stated, "The National Assembly will build a participatory digital platform, tentatively called 'Constitution for All,' so that the sovereign people can become the genuine protagonists of the constitutional reform," and added, "We will create a collective intelligence forum where citizens can make direct proposals and engage in debate, thereby fully achieving a 'national sovereignty constitutional amendment.'"

Meanwhile, Speaker Cho referred to the lifting of the December 3 Martial Law declaration by the people and assembly members two years ago and said, "I promise the Korean people that I will ensure December 3, which has protected our democratic republic, is designated as 'National Sovereignty Day.'"
