Hwaseong Special City in Gyeonggi Province (Mayor Jeong Myung-geun) has launched an initiative to promote a culture of safety for “two-wheeled vehicles” such as motorcycles, bicycles, and personal mobility devices (PM) to ensure the safety of children on their school routes. In cooperation with both the public and private sectors, the city is urging users to follow safety rules while also accelerating the expansion of related infrastructure.

View original imageOn July 16, the city announced that it held a joint public-private campaign with the Hwaseong Dongtan Police Station and the Hwaseong Dongtan Green Mothers’ Association at the Anhwa Middle School intersection to establish a culture of safe driving for two-wheeled vehicles.
Around 60 participants, including Mayor Jeong Myung-geun, representatives from relevant organizations, and members of civic groups, took part in the event, supporting efforts to secure the safety of school routes and to foster a sound traffic culture.
The participants focused on promoting the safe use of personal mobility devices (PM), whose usage has recently surged. They informed citizens about essential rules that users must follow, such as wearing helmets, returning devices to designated locations, prohibiting driving without a license, and complying with passenger limits.
Hwaseong City is not stopping at awareness campaigns but is also actively working to establish systems to prevent PM-related accidents and to improve pedestrian environments.
Last year, the city became the first in Gyeonggi Province to introduce a “designated location rental and return system” to address public inconvenience caused by improperly parked PMs. To date, the city has installed 1,050 PM-only parking spaces, with plans to add 356 locations this year in order to further reduce issues related to illegal parking and pedestrian safety.
The city is also implementing measures to strengthen safety within child protection zones. During school commute hours, priority will be given to safety, and during late-night hours, the city plans to pilot a “flexible school zone speed limit” that takes traffic flow into account.
Additionally, the city will continue expanding transportation safety facilities within child protection zones—such as protective fences and yellow pedestrian crossings—to create a school commute environment where children can walk safely and with peace of mind.
At the event, Mayor Jeong expressed his appreciation for the efforts of Green Mothers’ Association members who volunteer to secure safe school routes, emphasizing, “A safe traffic culture can only be achieved when citizens both care and put it into practice.”
