'Residents to Directly Monitor Sites and Progress'... Incheon to Operate Citizen Monitoring Group for Line 7 Cheongna Extension
The Incheon Urban Railway Construction Headquarters announced on July 15 that it will launch a “Citizen Monitoring Group” comprised of local residents, in order to enhance transparency and strengthen communication for the Seoul Subway Line 7 Cheongna Extension project.
This decision reflects the demands raised by the local community at a recent residents’ meeting presided over by Incheon Mayor Park Chan-dae.
The Citizen Monitoring Group will consist of up to 20 residents, with three members assigned to each of the six sections (construction zones 1–6) of the Cheongna Extension, recruited from citizens living in the relevant areas. They will regularly participate in on-site inspections for each construction zone, directly confirm construction progress, and continuously share updates with the local community and communication websites.
Issues or suggestions identified by the Monitoring Group can be submitted not to contractors or supervision teams, but directly to the project manager as the ordering authority. These opinions will be reviewed based on applicable laws or construction specifications, and a response will be provided within seven days.
The Urban Railway Construction Headquarters plans to complete the selection of the Citizen Monitoring Group and hold the first meeting within this month. In addition, a “Citizen Monitoring Group” section will be established on the official website to transparently release on-site inspection photos and the handling results of suggestions.

Incheon City has confirmed that the opening of the Line 7 Cheongna Extension will inevitably be delayed by three to four years compared to initial expectations, and is conducting an internal audit and preparing follow-up measures. The Cheongna Extension, which began construction in February 2022, is currently being built along a 10.7 km section connecting Seoknam Station, the Incheon terminus of Line 7, to Cheongna International City Station of the Airport Railroad.
