President Lee Orders Ministries at H2 Briefing:
"Advancing the Capital Market Is Important, Pay Close Attention"
President Lee Jae-myung on the 15th ordered that prompt supplementary measures be prepared regarding the so-called "Samsung-Hynix Leverage" product, which has recently been cited as a reason for the extreme volatility in the stock market.
At the "2026 Second Half Ministry Work Report" held at the Blue House Guesthouse that day, President Lee remarked to the Korea Exchange, "Isn't there a lot of noise because of the (leverage) exchange-traded funds (ETFs)?" He added, "Ensuring the normalization and advancement of the capital market is an important task, so please make sure to address it thoroughly."

Since then, as the KOSPI has repeatedly plummeted, there has been analysis suggesting that the leverage product has increased volatility in the domestic stock market.
President Lee also addressed this issue to Lee Chan-jin, Governor of the Financial Supervisory Service, saying, "I heard there has been a lot of criticism due to the Samsung and Hynix (leverage) ETFs." Governor Lee responded, "As a market supervisor, we bear responsibility and accept the criticism."
On June 22, Governor Lee stated in a press briefing, "Personally, I regret that I didn't push harder at the time to block those leverage ETFs, no matter what. I regret it a lot."
