Hwaseong Special City, led by Mayor Jeong Myung-geun, has begun welcoming its first residents to “Hwaseong On (溫) Eumchae,” a Care Safety Housing project designed for citizens in need of continuous care. By fully launching this integrated care model—providing housing, medical, and care services in one location—the city is accelerating the transition from facility-based care to a community-based care system.

View original imageHwaseong Special City announced on July 15 that the first residents began moving into “Hwaseong On (溫) Eumchae,” a Care Safety Housing complex that had been recruiting applicants since June.
Located in Byeongjeom-dong, Hwaseong On (溫) Eumchae is an integrated care project unique to Hwaseong. It is designed so that citizens with physical difficulties or in need of care do not need to enter nursing homes, but can continue living in their familiar neighborhoods while receiving both housing and care services.
The Care Safety Housing complex consists of 24 units, each equipped with appliances and furniture. The property features barrier-free design elements such as ramps and safety handrails. Residents can access customized care services—including health management and assistance with daily living—provided by professional staff such as nurses and social workers at the community center located inside the building.
One of the first residents, an 80-something single elderly individual identified as Mr. A, had lived for many years in unstable housing. Over a decade ago, he underwent cancer surgery and has since suffered from chronic illnesses such as diabetes and hypertension, but due to family circumstances, could not receive care from relatives. After being designated as a basic livelihood recipient this year and receiving support from the administrative welfare center, Mr. A secured a new home through this application process.
Mr. A shared, “For years, I lived unsettled, moving from place to place. Now, I finally have a home where I can feel at peace. It makes a huge difference just knowing that there is someone nearby to help if I fall ill.”
Hwaseong City will continue discovering and supporting citizens who require care, such as those scheduled for hospital discharge and at-risk households, by linking its network of cooperating hospitals with integrated care service centers in all 29 towns and districts. Professional staff, including nurses and social workers, are stationed on-site to operate tailored programs for each resident.

Additionally, the city plans to establish a smart safety care system based on AI and IoT technologies to provide real-time crisis detection and emergency response services connected to a central control center.
