View original imageAt the Cabinet meeting presided over at the Blue House on the 15th, following a report regarding plans to gather public opinion on real estate policy, President Lee said, "Everyone agrees that people should not suffer simply because they own a single home for their own residence. However, there is debate as to whether it is right to impose the same burden on so-called 'the one smart property' or ultra-high-priced homes valued over 10 billion won as on ordinary homes."
Looking at the broadcast screen, President Lee suggested, "For those of you who think ultra-high-priced residences should be subject to a differentiated burden, please press number 1. If you disagree, please press number 2." A little later, Policy Coordination Chief Lim Ki-keun explained, "Most comments are for number 1. About 90% are voting for option 1." President Lee responded, "It seems that there is a general consensus even for owner-occupied single homes, that the burden should be increased for ultra-high-priced residences."
President Lee also proposed surveying what the standard for ultra-high-priced homes should be, asking the public to press '1' for properties over 1 billion won, '2' for over 2 billion won, and '3' for over 3 billion won, and so forth. When Chief Lim later remarked that "many respondents chose the 3 billion won standard," President Lee asked, "Isn't that too harsh? If the market price is 3 billion won, the officially assessed value is only in the lower teens of billions of won." In response, Policy Chief Kim Yongbeom noted, "Many people also responded with 2 billion won." To this, President Lee laughed and said, "If we choose 2 billion won as the standard, we could be in big trouble."

Meanwhile, on the topic of real estate taxation, President Lee clarified, "It is not true that taxes are being levied to control property prices. The most important thing is fair taxation, which provides only a secondary effect of curbing speculation." He continued, "The current tax system is severely distorted. As a result, it has become a factor promoting real estate speculation. Rectifying this is our primary goal," he added.
