Gwanak District Ranks First in Seoul in Government Joint Evaluation, Achieves Top Grade for Four Consecutive Years
Achieved Targets in 44 out of 47 Quantitative Indicators
Gwanak District in Seoul (District Mayor Park Junhee) ranked first among the 25 districts in the Seoul Metropolitan Government’s evaluation of autonomous districts, which is part of the 2026 joint evaluation of local governments. The district announced that it was the only district in Seoul to receive the top rating, Grade 1, for four consecutive years.
The joint evaluation of local governments is a system in which the Ministry of the Interior and Safety assesses the performance of delegated state affairs, projects supported by the national treasury, and other major national policies for 17 cities and provinces nationwide. Based on this evaluation, the Seoul Metropolitan Government applies 47 quantitative and 9 qualitative indicators to grade the 25 autonomous districts.
Gwanak District achieved its targets in 44 out of the 47 quantitative indicators. The district explained that it recorded high achievement rates in five specific categories: employment targets for senior citizens, execution rate of sports vouchers for people with disabilities, greenhouse gas reduction target achievement rate, tuberculosis contact latent infection treatment management rate, and community dementia management rate.
For the qualitative evaluation, the district received perfect scores on all 9 indicators. The district stated that it managed its performance by establishing measures for each indicator and holding progress report meetings. In the qualitative evaluation category “Outstanding Practices in Seoul,” which evaluates the discovery of exemplary policy cases, planning for the evaluation, holding progress report meetings, and staff training, Gwanak District was selected as the district with the most frequently cited cases and received additional points.
The district plans to analyze the causes of indicators where targets were not met, establish improvement measures, and discover outstanding policy cases to prepare for next year’s evaluation.
