The Reality of 99 Government Contracts... Police Investigate Conflict of Interest Allegations Against Geochang County Councilmember A
Approximately 140 Million Won in Contracts Since 2020... 50 Deals Concentrated in Jusang-myeon, the Councilmember's Constituency
'Routine Practice' Cited as Explanation, Becomes Key Issue in Police Investigation
As key evidence emerges in the case against Councilmember A of Geochang County, who was reported by the Geochang County Council for allegations of violating the Conflict of Interest Prevention Act through a resolution in the plenary session, police investigation is drawing significant attention.
The complaint materials submitted to the investigative authorities reportedly include details of 99 government contracts signed with a specific company between January 2020 and June 2026, with a total contract amount of approximately 140 million won.
Notably, out of all the contracts, 50 were executed in Jusang-myeon, which is Councilmember Shin's constituency, making the concentration of contracts a key issue in the investigation.

The controversy continues with the explanation from the responsible public official. The official in charge of Jusang-myeon reportedly explained that this contract method was "carried out as a matter of routine practice."
However, the existence of a long-standing practice in the public sector does not exempt officials from legal obligations, and whether there was a violation of the Conflict of Interest Prevention Act is a separate matter for legal judgment.
Furthermore, the complainant points out that the submitted data only covers contracts from 2020 onward and claims that if contracts from 2016, when Councilmember Shin first took office, are also investigated, additional contracts could be uncovered.
As a result, there is growing interest in how far the police will expand the scope of their investigation.
After reviewing the relevant materials, the Geochang County Council decided to file the complaint through a resolution in the plenary session, and the case is currently being investigated by the Geochang Police Station.
The police plan to comprehensively examine the relevance of official duties in the contract process, whether there was compliance with the obligation to report and avoid private interests, and whether there was any exertion of influence.
This case is not simply an issue of the number of contracts, but rather serves as a test to determine whether the duty of local council members to prevent conflicts of interest is effectively functioning in actual administrative practice.
