Nowon District Launches Mayor-Direct Reconstruction Fast-Track Task Force
Two-Track Approach: System Improvement and Fairness Promotion

Nowon District in Seoul (District Mayor Seo Junoh) is accelerating the advancement of urban renewal projects, such as redevelopment and reconstruction, by launching a Reconstruction Fast-Track Task Force (TF) directly under the district mayor.
The TF was established on July 1 as the first official approval under the ninth popularly elected administration. The Director of Urban Planning serves as the head of the TF, with the Reconstruction Project Manager as the deputy head. The district announced its goal is to move 'beyond speed to rapidity' by strengthening system improvements and on-site support. In the future, Nowon District plans to officially launch the 'Nowon Reconstruction and Redevelopment Rapid Promotion Team,' a public-private consultative body with expanded functions and structure.
The TF is divided into the System Improvement Team and the Fairness Promotion Team. The System Improvement Team is responsible for addressing regulatory obstacles identified in renewal projects, such as proposing the easing of requirements for securing parks and green spaces. It will also run the 'Rapid Promotion Forum' to explain regulatory changes to reconstruction project stakeholders. The district explained that Mayor Seo Junoh, based on his experience leading improvements to the business feasibility adjustment coefficient for reconstruction in northern Seoul during his tenure as a Seoul city council member, will work to simplify procedures and improve adjustment coefficients.
The Fairness Promotion Team is in charge of on-site support for each complex. From the earliest stages of establishing renewal plans, the team visits sites to assess project conditions and challenges, providing preliminary consulting and facilitating coordination with related agencies.
The core initiative is the 'Neighborhood Renewal Project Superman' program. Experts in fields such as urban planning, redevelopment, appraisal, and law are matched to each complex to offer tailored advice. The district aims to reduce the average time required for steps from selecting an urban planning firm to submitting a fast-track integrated planning consultation from about one year to six months by supporting consulting from the initial stage when residents propose renewal plan drafts.
A district official said, "The launch of this TF is significant in that it immediately activated a field-oriented, practical support system," adding, "We also plan to further strengthen support for renewal projects by expanding and reorganizing the public-private consultative rapid promotion team and officially launching it."
