Gwangmyeong City in Gyeonggi Province (Mayor Park Seungwon) has prepared a special event ahead of reaching 20,000 members for its citizen participation carbon neutrality initiative, the "Climate Volunteer Carbon Savings Account." The purpose is not only to increase the number of participants but also to promote a culture of practicing carbon neutrality in daily life and to further boost citizen engagement.

During the event, the 20,000th member will receive 30,000 points, while the 19,999th and 20,001st members will each receive 10,000 points. Additionally, 50 participants who join between the 19,901st and 20,100th member will be randomly selected to receive mobile coffee coupons. Prizes will be awarded to citizens who, within five days of joining, pledge and certify their participation in the "I am a Climate Volunteer" campaign.
The Climate Volunteer Carbon Savings Account is Gwangmyeong City's flagship citizen engagement policy, providing incentives to residents who practice carbon neutrality in their daily lives. Since its launch in March 2023, the number of members has steadily increased, surpassing 10,000 in September 2024 and 15,000 in August 2025. As of July 6, 2026, the membership count stands at 19,810, with the 20,000 mark imminent.
The results have been significant. Citizens have carried out approximately 2.07 million carbon-neutral actions to date, reducing about 917 tons of greenhouse gas emissions. The city explained that this is equivalent to planting 250,000 trees over 10 years old.
Gwangmyeong City residents aged 14 and over, as well as local workers, can participate in 24 carbon-neutral activities, such as separating recyclables, using tumblers, and bringing reusable shopping bags, to receive incentives of up to 100,000 won per year. Participation is available through the "Climate Volunteer Carbon Savings Account" app.
Mayor Park Seungwon stated, "The 20,000 Climate Volunteers represent Gwangmyeong's carbon neutrality asset, created by the efforts of each and every citizen," adding, "We will continue to expand the culture of naturally practicing carbon neutrality in daily life and broaden the foundation for citizen participation."
Meanwhile, Gwangmyeong City plans to launch a dedicated app for the Climate Volunteer Carbon Savings Account in October and introduce an automatic digital receipt verification feature for small business stores. The city will improve the current photo verification method for reusable shopping bags, tumblers, and fair trade store usage with automatic data linkage, aiming to enhance convenience, reliability, and citizen engagement.
