Haenam County in South Jeolla Province has embarked on its first visit to a central government ministry since the launch of the 9th popularly elected government, officially advancing key economic strategies such as the designation of "RE100 National Industrial Complex No. 1" and the creation of a "renewable energy self-sufficient city" to secure the region's next 100 years of prosperity.
According to Haenam County on July 13, County Governor Myun Hyun-kwan and county officials visited the Ministry of Trade, Industry and Energy, where they met with Vice Minister Moon Shinhak and strongly urged the designation of "Haenam Solar City RE100 National Industrial Complex No. 1" to attract cutting-edge industries and boost large-scale corporate investment.

View original imageDuring the meeting, Governor Myun requested the government's wholehearted attention and policy support for the swift enactment of the "Special Act on the Creation and Support of Renewable Energy Self-Sufficient Cities," which is currently pending before the National Assembly.
Governor Myun emphasized, "A mammoth-scale investment of 17 trillion won is scheduled through the National AI Computing Center, which is set to break ground this July, as well as the government's three major mega-projects. As an advanced industrial cluster, where numerous research institutions and global companies will be concentrated, it is urgent to designate the RE100 National Industrial Complex with international competitiveness and to enact the special law."
The special law, currently under review by the National Assembly's standing committee, stipulates that the following be designated as a single, integrated system: ▲industrial facility districts (industrial complexes), ▲settlement support districts (residential), ▲renewable energy concentration districts, and ▲distributed power grid districts.
In particular, the law includes core provisions to encourage companies to relocate to provincial areas by requiring that 100% of the electricity used by resident companies be supplied from renewable energy, establishing a special accounting system, providing tax and levy reductions, and offering attractive settlement conditions through exceptional incentives.
Haenam County is considered the most promising candidate for the government's RE100 National Industrial Complex project and the optimal site for a "renewable energy self-sufficient city," thanks to its stable and cost-competitive renewable energy supply system. The county expects that the prompt enactment and implementation of the special law will serve as a catalyst for rapid project progress.
Additionally, Governor Myun requested that the integrated infrastructure design for the Honam Region semiconductor cluster include Haenam Solar City. He also proposed specific support measures to promote balanced national development, including the expansion of metropolitan transportation networks and improvements to residential conditions in surrounding areas.
This visit to the ministry marks Haenam County's first major move since the launch of the 9th popularly elected government. Previously, Governor Myun urged employees during a regular staff meeting to "break away from past practices, boldly pursue innovation with a fresh mindset in this 9th term, and do your utmost in your work," expressing a strong determination that this visit must yield tangible results.
