Han Meets Busan Roundhouse Kick Victim: "Supplementary Investigation Is a Duty, Not a Privilege"
Handonghoon, an independent member of the National Assembly, stated on the 13th, "Supplementary investigations are not a matter of authority but a duty of the state that must be carried out when necessary," adding, "The mere retention of the right to supplementary investigation does not normalize all problems. The fundamental system of checks and balances must be restored."
Assemblyman Han made these remarks in an interview with the press after meeting with Mr. Kim, the victim of the Busan Kicking Case, at the National Assembly later that afternoon. He said, "I have repeatedly spoken about the need to rebuild the conservative camp, and achieving a landslide victory in the 2028 general elections to restore such systems is an urgent task."

However, in a world where the police, shaped by the Democratic Party, monopolize investigations, it will be the victims, not the state, who are forced to fight. Such a world must not come to pass."
Mr. Kim also commented on this, saying, "Is it truly right for things to proceed in a manner where the voices of crime victims are ignored?" He added, "It has been a year since articles on supplementary investigation rights and prosecution reform were published, but no effective countermeasures have been prepared. That's why I decided to speak up as a victim during this meeting."
Assemblyman Han also mentioned the Jang Yunki case, saying, "If the right to supplementary investigation is abolished, cases will inevitably proceed based solely on the police's initial findings," and "Because of the inertia to preserve institutional pride, both the prosecution and the police must be able to check and balance each other."
He continued, "Even the prosecution, when it indicts or issues a non-indictment or acquittal, is subject to checks by the courts. But in the world created by the Democratic Party, there will be no mechanism to check the police’s monopoly over investigations," adding, "It is not because the police are incompetent or malicious. If such a system is established, the kinds of difficulties victims faced early on in the Jang Yunki case and the Busan Kicking Case will become commonplace."

Assemblyman Han concluded, "(The abolition of the right to supplementary investigation) is a system that thoroughly inflicts suffering on ordinary citizens and the vulnerable. It is the exact opposite of what the Democratic Party has always advocated," adding, "I want to urge them not to view all institutions through the lens of imagining themselves as the ones being paid or sent to prison."
