Yulchon and OSBC Establish Korea’s First Corporate AI Governance Framework
Consulting Provided to 11 Companies Participating in NIPA Support Program
Integrated Review of AI Compliance and Open-Source Governance
On July 13, law firm Yulchon announced that, together with OSBC, it will provide open-source AI governance consulting to 11 companies participating in the “Open Source Artificial Intelligence (AI) and Software (SW) Development and Utilization Support Program” led by the National IT Industry Promotion Agency (NIPA).
This new initiative, launched for the first time this year, is valued at a total of 9.2 billion won. It aims to support domestic companies in developing, utilizing, releasing, and disseminating open-source AI and software.
Yulchon and OSBC plan to offer an integrated support system that combines “AI compliance” and “open-source governance” in this consulting project. They will review obligations by stakeholder under the AI Basic Act, determine applicability as high-impact AI, assess requirements for prior notification and labeling of generative AI, examine copyright and personal data protection issues related to training data and AI outputs, and evaluate legal risks associated with datasets used for model training as well as safe data utilization strategies.
In the area of open-source governance, the consulting will analyze the license terms of open-source AI models and software used by the participating companies and help establish compliance systems. The consultation will also cover the scope of service releases, community management, and business model design, providing guidance throughout the commercialization process.

In particular, both parties plan to develop an “Open Source AI Profile” that reflects domestic laws and regulations, the European Union AI Act, and global standards such as SPDX 3.0, and to apply and validate this profile with the 11 participating companies. Hyungjoo Lim, Director of the AI Data Center at Yulchon, stated, “It is highly meaningful that we are piloting and validating an AI governance framework tailored to the domestic business environment with actual companies.”
