RaonSecure Joins Jeju Digital Integrated Identity Project... Designs Mobile-Based Authentication Infrastructure
RaonSecure, an AI security and authentication platform company specializing in blockchain-based identity verification technologies (co-CEOs Soonhyung Lee and Jeongah Lee), is expanding its mobile-based authentication infrastructure by participating in Jeju Province's digital integrated identity authentication system project.
On July 13, RaonSecure announced that it will be in charge of platform design and development for Jeju Province’s “Jeju Digital Integrated Identity Authentication System Project.” The project aims to launch a pilot service in January next year, with the core objective of managing the identity and eligibility information of Jeju residents, honorary residents, overseas residents, and 4·3 victims and their bereaved families in a unified mobile environment.
Various certificates, which were previously issued and managed in the form of physical cards, will be converted to mobile electronic wallets. Users will be able to verify their identity and receive proof of credentials via a mobile app, allowing them to present required qualifications using only their smartphones. As a result, it is expected that public institutions, as well as tourism and cultural facilities and public transportation, will be able to verify residency status or eligibility for benefits more conveniently, thereby improving both user convenience and administrative efficiency.
Through this project, RaonSecure will establish a comprehensive authentication system, including a mobile identity credential electronic wallet, a blockchain-based identity authentication platform, an issuance and operation management system, and an online·offline verification framework. The goal is to connect the entire process—from issuance and storage to submission and verification of identity and eligibility information—into a single authentication system.
The core technology underlying this system is Decentralized Identity (DID), which has also been applied to the national mobile ID issuance system. This technology, currently utilized in the national mobile ID system serving approximately 45 million people, enables users to directly hold and manage their identity and eligibility information. This prevents the tampering or forgery of identity data and provides a secure environment for identity verification.
In addition, by combining Verifiable Credential (VC) technology with blockchain, the system enhances reliability, security, and the level of personal data protection. Users can selectively prove only the necessary information, such as residency status or eligibility for benefits, without disclosing all personal data, thereby ensuring both privacy and user convenience.
The data security framework will also be strengthened. Advanced encryption technologies will be applied throughout the entire process—issuance, transmission, and verification—of identity and eligibility information to ensure data integrity. The system will also support systematic management of the entire certificate lifecycle, including issuance, signing, and revocation.
RaonSecure is also pursuing plans to expand the integrated identity authentication system to various services. By applying an open digital authentication structure that can be linked to local currency, digital tourism passes, and private sector partnership services, the company aims to extend the platform’s use beyond administrative services to tourism, consumption, and daily life sectors.

This project is expected to serve as a foundation for the digital transformation of public administration, tourism, and daily life services by expanding the decentralized identity technology used in the national mobile ID to Jeju’s integrated authentication system.
