Ministry of Agriculture, Food and Rural Affairs Achieves 'Average to Top' in National Safety Management Assessment... "Significant Growth in Disaster Management Capabilities in Agriculture"
Ministry of Agriculture, Food and Rural Affairs Selected as Top Institution in National Safety Management Assessment
The Ministry of Agriculture, Food and Rural Affairs has been selected as the top institution in the National Safety Management Assessment. On July 13, the ministry announced that it was chosen as the best (sole excellent) institution in the 2026 National Safety Management Plan Assessment.
The National Safety Management Plan Assessment is conducted by the Ministry of the Interior and Safety. It analyzes and evaluates the previous year’s implementation performance across three categories and ten indicators, including disaster and accident-specific response measures, financial investment plans, and capacity-building strategies. The results are classified and released by ministry as grades of Excellent, Average, or Insufficient.
An official from the Ministry of Agriculture, Food and Rural Affairs stated, “Last year, we received an average grade, but this year we achieved the highest grade, reflecting a significant improvement in disaster management capabilities in the agricultural sector.” The official explained, “The ministry received top marks in the National Safety Management Plan Assessment for establishing tailored disaster response plans, implementing disaster safety management projects, and supplementing identified shortcomings through a ‘plan-execute-feedback system,’ resulting in the highest evaluation grade.”
Additionally, the ministry received an excellent grade in the Disaster Management Assessment, which evaluates each institution’s disaster safety management status to enhance accountability and capability. According to the ministry, this is attributed to high marks for major disaster response systems, such as those for livestock epidemics, reservoir accidents, and wholesale market incidents, as well as crisis response manuals, budget securing and execution, and the agency head’s vision and commitment.
Last year, the ministry contributed to strengthening the nation’s disaster responsibility by amending two disaster laws (the Disaster Countermeasures Act and the Disaster Insurance Act) and by establishing the Rural Income and Energy Policy Office and the Agricultural Disaster Support Team—the main disaster response organizations—on December 30, 2025. These efforts led to excellent results in both disaster safety-related assessments in the first half of this year.
