Shipbuilding Tripartite Consultative Body Launched... Seeking Solutions for AI and Workforce Shortages
Both Major Labor Federations, the Big Three Shipbuilders, and Government Join Forces
Joint Discussions on Youth Workforce, Safety, and a Cooperative Ecosystem
The government, labor unions, and management have launched the shipbuilding industry's first-ever standing tripartite consultative body to establish a foundation for the sector's sustainable growth. This initiative aims to facilitate discussions and develop solutions among labor, management, and the government regarding critical issues such as labor shortages, the gap between main contractors and subcontractors, and industrial accidents within the shipbuilding industry, which has entered a prolonged boom phase.
The Ministry of Trade, Industry and Energy and the Ministry of Employment and Labor held an inaugural ceremony for the "Shipbuilding Tripartite Consultative Body" at the Seoul Press Center on the morning of July 13, 2026, with participation from experts, labor, management, and government representatives. The body also convened its first meetings of the operational and working-level committees. This is the first time a standing dialogue platform has been established at the industry level for tripartite discussions in shipbuilding.
This consultative body was launched after about two months of discussions following President Lee Jaemyung's emphasis on the need for a comprehensive ecosystem for mutual growth and a dialogue system among employers, workers, and partner companies at the "K-Shipbuilding Future Vision Roundtable" held in May. The body is particularly significant as it serves as an industry-specific social dialogue platform that includes both major labor federations, the Korean Confederation of Trade Unions (KCTU) and the Federation of Korean Trade Unions (FKTU).
The consultative body comprises labor organizations such as the KCTU Metal Workers’ Union, the FKTU Metal Workers’ Federation, and the Shipbuilding Workers’ Solidarity, as well as key shipbuilding companies including the Korea Offshore & Shipbuilding Association, HD Hyundai Heavy Industries, Samsung Heavy Industries, and Hanwha Ocean. On the government side, the Ministry of Trade, Industry and Energy, the Ministry of Employment and Labor, and the Economic, Social and Labor Council are involved. Experts recommended by the tripartite parties are also included in both the operational and working-level committees.
The government has diagnosed that, despite the recent entry into a long-term boom driven by increased demand for eco-friendly and high value-added vessels, the shipbuilding sector continues to face structural challenges such as a shortage of skilled workers, the gap between main and subcontractors, and recurring job insecurity. Therefore, the government believes it is necessary to have a system for ongoing dialogue among labor, management, and government to maintain the industry's competitiveness.
The consultative body will operate through the operational committee, which includes representatives from labor, management, and government, and the working-level committee. The working-level committee will focus on gathering field opinions and discussing concrete policy tasks, including: ▲ Building an ecosystem for the sustainable growth of the shipbuilding industry ▲ Supporting early entry and long-term employment of young workers ▲ Establishing AI-based workplace safety systems through labor-management consultation. The consultative body is not a one-off organization; it is a standing body, and its agreed-upon initiatives will be implemented in stages. For matters requiring legislation or budget, cooperation with the National Assembly is planned.

Minister of Employment and Labor Kim Younghoon stated, "The competitiveness of the shipbuilding industry ultimately comes from the hands of those working on the ground." He added, "The goal of this consultative body is to ensure that the current boom leads to a structure where young people are drawn to the industry, workplaces are safe, and prosperity is shared with local communities and partner companies." He continued, "We will work together to chart a course for sustainable growth so that shipbuilding secures its position as a national strategic industry and its achievements are distributed fairly among young people, local communities, and partner companies."
