'Low Commission' Pays Off... 'Seoul Delivery+Ttaenggyeoyo' Sales Surge 2.5 Times

Seoul's public delivery app, 'Seoul Delivery+Ttaenggyeoyo,' is experiencing a significant surge in sales. This is attributed to its low intermediary fee policy of just over 2%, the issuance of delivery-exclusive gift certificates, and expanded consumer benefits through various discount events.
According to the Seoul Metropolitan Government on July 12, sales for 'Seoul Delivery+Ttaenggyeoyo' in the first half of 2026 reached KRW 81.9 billion. This is a 2.5-fold increase compared to the same period last year and a 4.5-fold increase compared to the first half of 2024.
In the first half of this year, 'Seoul Delivery+Ttaenggyeoyo' saw significant increases in the number of affiliated merchants, members, and overall sales. As of the end of June, the cumulative number of affiliated merchants stood at 62,000, and the number of users reached 2.91 million, representing year-on-year increases of 29.2% and 57.3%, respectively. This means that roughly one out of every three Seoul citizens has signed up for the service.
The Seoul Metropolitan Government cited several factors behind these results: reducing the burden on small business owners through a 2% intermediary fee, which is much lower than the maximum 9.7% charged by private delivery apps; expansion of consumer benefits through the issuance of delivery-exclusive gift certificates and discount coupons; collaboration promotions with Shinhan Bank; and the continued expansion of affiliated merchants.
The most significant competitive edge is the 'affordable commission.' 'Seoul Delivery+Ttaenggyeoyo' keeps its intermediary fee at 2%, compared to the maximum 9.7% charged by private delivery apps, and does not charge advertising fees, thereby greatly reducing costs for small business owners. With a simple calculation based on KRW 10 million in monthly sales, small businesses can save up to KRW 770,000 per month compared to private delivery apps.
In fact, it is estimated that small business owners have saved approximately KRW 16.3 billion in intermediary fees through 'Seoul Delivery+Ttaenggyeoyo' from 2024 to June of this year. This cost reduction is being returned to small business owners, creating a mutually beneficial structure and contributing to revitalizing the local economy.
The benefits experienced by citizens are also steadily expanding. When using district-specific delivery-exclusive gift certificates, users can enjoy a 15% upfront discount, a 5% payback in gift certificates on the payment amount, and various discount coupons, effectively receiving 'triple discounts.'
To sustain this growth, the Seoul Metropolitan Government plans to further strengthen the competitiveness of its public delivery service. By working with local districts, the city aims to expand the onboarding of both well-known and hidden local restaurants, while continuing to operate delivery-exclusive gift certificate and discount promotions to further increase consumer benefits.
Kyunghwan Park, Director General of the Seoul Metropolitan Government's Labor and Living Affairs Bureau, stated, "'Seoul Delivery+Ttaenggyeoyo' has established itself as a leading win-win platform where both small business owners and citizens benefit, thanks to low intermediary fees and a wide range of consumer benefits. Moving forward, we will continue to enhance the competitiveness of public delivery services and accelerate small business support policies, including financial assistance and comprehensive life-cycle tailored support, to further strengthen the foundation for stable growth of small businesses."
