The United States has reportedly demanded that Iran issue a public statement declaring it will cease attacks on merchant vessels in the Strait of Hormuz and keep all routes open without imposing any tolls.
According to U.S. media outlet Axios and other foreign news agencies on July 10 (local time), U.S. officials said in an off-the-record briefing that recent talks with Iran have been productive.
One official stated, "What we are demanding is for Iran to make a public declaration that all waterways in the Strait of Hormuz will remain open and that it will no longer fire upon ships," adding, "If they do not issue such a statement, there will be no positive outcome for them."
The United States is also insisting that Iran make it clear it will not impose any transit fees for passage through the strait. The U.S. has also warned that if Iran continues attacks on merchant vessels or engages in other hostile acts, retaliatory action may be taken.
Iran has reportedly explained in recent private contacts that the recent merchant vessel attacks in the Strait of Hormuz were carried out by certain rogue elements within its government. U.S. officials assess that within Iran, there is an ongoing power struggle between hardliners and negotiators over the implementation of the previous Memorandum of Understanding (MOU) and negotiations with the United States.
The United States has also demanded, as a precondition for nuclear negotiations, that Iran surrender its stockpile of highly enriched uranium. Iran is currently believed to possess more than 400 kg of highly enriched uranium. One official warned, "No agreement with Iran can be reached unless the nuclear material is secured," and cautioned that if Iran refuses, a range of options including military and economic measures could be considered.

The U.S. side expects that following the meeting between Iranian Foreign Minister Abbas Araghchi and Omani Foreign Minister Badr Albusaidi, scheduled for July 12 in Muscat, Oman, Iran will issue a statement regarding the situation in the Strait of Hormuz.
