Seoul’s Redevelopment Projects: Vice Mayor Takes Charge for Accelerated Housing Supply

The Seoul Metropolitan Government is elevating the management of redevelopment and reconstruction project progress to the vice mayor level in order to achieve its goal of commencing construction on 310,000 housing units by 2031.
On July 10, the city announced that it would hold a "Special Meeting for Project Acceleration," presided over by the Second Vice Mayor for Administrative Affairs and attended by the 25 autonomous districts. During this meeting, they will directly review the status of redevelopment and reconstruction projects and discuss strategies to recover progress in districts experiencing project delays.
This is the first special meeting for project acceleration to be held since the city elevated the overall project acceleration officer position from Director of Architectural Planning to the Second Vice Mayor for Administrative Affairs. Since announcing the "Housing Supply Promotion Plan" in July of last year, the Seoul Metropolitan Government has held 17 working-level meetings. Under the current administration, the city plans to further accelerate redevelopment and reconstruction by raising the control tower for project progress management to the vice mayor level in order to achieve the goal of commencing construction on 310,000 units.
Through the project acceleration meetings, Seoul has classified and intensively managed all redevelopment and reconstruction districts in the city according to the city's standard processing period. Districts are categorized for customized management as follows: Grade A for fast-progressing districts, Grade B for those proceeding normally, and Grade C for delayed districts.
According to the results of the last 15 reviews, the proportion of Grade C (delayed) districts has decreased by 20%, while Grade A (fast-progressing) districts have increased by 9% and Grade B (normally progressing) districts by 11%.
The special meeting on this day will be attended by Kim Seongbo, Second Vice Mayor for Administrative Affairs, key executives in charge of redevelopment and reconstruction, and the project acceleration officers (division directors) from the 25 autonomous districts.
Through this special meeting, the city plans to request active cooperation from each district in promoting redevelopment and reconstruction projects. Since most of the authorization rights for redevelopment and reconstruction—except for the Seoul Urban Planning Committee review and integrated review—are held by the autonomous districts, it is important to expedite subsequent procedures such as approval for project implementation plans and management disposition plans to advance the construction start date.
The city will continue to support the enhancement of practical capabilities by establishing new training courses at the Human Resources Development Institute. In addition, to strengthen the expertise of staff in charge of redevelopment and reconstruction projects, the city plans to assign experienced personnel to key positions and expand practical training, and will ask each district to improve the professionalism of its staff accordingly.
Furthermore, the city is considering linking project performance evaluations and financial incentives for redevelopment and reconstruction, as well as reflecting project achievements in awards, commendations, and job transfers for both agencies and staff, thereby establishing a performance-based support system.
