He made these remarks during the briefing.
Mayor Lee stated, "Gyosan New Town is a core project for stabilizing the housing market in the Seoul metropolitan area, but the project has been delayed for eight years since it was announced, increasing residents' concerns." He emphasized, "We must not repeat the transportation difficulties and lack of infrastructure that occurred during the development of previous new towns."
He recalled that when Misa Riverside City and the Gamil and Wirye New Towns were developed, residents suffered from insufficient transportation measures and lack of living infrastructure in the early stages of moving in. To address this, Hanam City invested about 700 billion won of its own funds (490.6 billion won at the time) to fill the gap. He reiterated, "For Gyosan New Town, residents should only move in after transportation and infrastructure are fully established."
On this day, Mayor Lee presented five core issues to the government for resolution.
First, he called for reinvesting development profits back into the local community to expand living social overhead capital (SOC) such as administrative welfare centers, libraries, and sports complex facilities. He also urged the prompt finalization of plans to install 15 community-based infrastructure facilities, for which the Ministry of Land, Infrastructure and Transport, Korea Land & Housing Corporation (LH), and related agencies have already reached an agreement.

View original imageFurthermore, to create Gyosan New Town as a city where both housing and workplaces coexist, he requested that Hanam City and LH promptly sign a Memorandum of Understanding (MOU) for attracting businesses to 10 self-sufficiency sites, and proceed with systematic development.
Support measures for original residents were also highlighted. Mayor Lee said, "It is essential that the stable resettlement of long-standing residents and the return of development profits to the local community are achieved together." He proposed to the government that the proportion of local priority allocation for Hanam citizens be increased from the current 30% to 50%.
He also demanded a resolution to noise problems near the Dream Service Area on the Jungbu Expressway. Mayor Lee stated that LH must responsibly push forward with the installation of noise barriers, in accordance with the existing agreement signed with the Ministry of Land, Infrastructure and Transport, LH, and Korea Expressway Corporation.
Mayor Lee identified the establishment of a metropolitan transportation network as an urgent task. In anticipation of Hanam’s population reaching 500,000, he called for the complete three-dimensional restructuring of the incomplete Hanam IC and Seo-Hanam IC interchanges, and the swift resumption of currently halted discussions on changes to the metropolitan transportation plan. He stressed that the government must actively promote the timely opening of Subway Line 3, the early opening of the Misa section of Line 9, the extension of the Wirye-Sinsa Line to Hanam, the inclusion of the GTX-D route via Hwangsan, and prioritizing construction of the Hanam section of the Seoul–Yangpyeong Expressway.

Mayor Lee concluded, "Gyosan New Town is not only about supplying housing in the metropolitan area; it is a national project that will determine Hanam’s future. The government and project implementers must keep their promises to residents and create a premier new town with transportation and infrastructure established first."
