There are growing indications that the announcement of Korea Land and Housing Corporation (LH) reform measures is imminent. In order for LH to directly supply public housing, its existing business model must undergo major changes. Sunghoon Lee, the newly appointed LH president and former Blue House Secretary for Land, Infrastructure, and Transport, is expected to lead the implementation of the reform plan, drawing on his experience coordinating LH reforms in the past.
According to the LH Reform Committee and related sources as of July 10, there have been no official meetings since a single gathering in May. It is interpreted that the committee is effectively in the process of winding down, as Im Jaeman, the former civilian chairperson, recently moved to head the Korea Research Institute for Human Settlements, and a successor has yet to be appointed.
Within and outside the committee, there is a prevailing view that the discussions have passed the initial stage and a broad framework for reform has been established, so there is little reason to appoint a new civilian chairperson. One committee member said, "It is difficult to say definitively that the committee's activities have ended, but the time for vigorous debates, as in the past, has passed." He added, "The reform plan has been largely consolidated, and there may be additional adjustments at the government level before the final announcement."
There is analysis that the appointment of Sunghoon Lee as the new president is closely related to the execution of the LH reform plan. Lee worked as the Blue House Secretary for Land, Infrastructure, and Transport, where he coordinated key issues related to land, real estate, and housing policies with the Ministry of Land, Infrastructure, and Transport. In this way, he served as a crucial channel for aligning the working-level proposals of the ministry with the national policy direction of the Blue House, especially for large-scale tasks such as coordinating public housing supply and organizational restructuring like the LH reform. Having observed the basic direction of the reform from within the Blue House, Lee is now considered the most suitable person to oversee its implementation on the ground.
Right after Lee’s appointment, an official from the reform committee stated, "LH reform is a key area of interest for the Blue House," and added, "Since LH is the entity responsible for executing housing supply, the government appointed someone who is well-versed in its policy direction."
The government and the LH Reform Committee have been discussing the establishment of a subsidiary to separately manage LH’s debts and assets related to its rental business. This discussion began after President Lee Jaemyung, in a Ministry of Land, Infrastructure, and Transport work report in December of last year, received a briefing stating that a large portion of LH’s debt was linked to its rental business. He then instructed, "Review ways to separate debts and assets and manage them professionally." The intention was to lower the debt ratio, thereby accelerating the housing supply business.
Within LH and among external observers, there is a consensus that President Lee has been tasked with the challenge of enabling LH to take the lead in public housing supply while simultaneously reducing the burdens of debt and funding. A committee official said, "Any announcement of reform measures will, of course, need to include provisions for securing financial resources and improving the corporation’s finances."

In his inaugural address, he stated, "I will focus all our capabilities on speeding up housing supply," and for his first on-site visit, he went to the Seoripul District in Seocho-gu, Seoul, where 20,000 housing units are scheduled to be supplied. At the site, he instructed, "We need to move up the housing construction schedule by more than a year compared to the original plan."
