Gangseo District Offers Free LED Lighting Replacement for Low-Income Households
Replacing Old Fluorescent Lights to Cut Electricity Bills

Gangseo District in Seoul (District Mayor Jin Kyohun) is implementing the "2026 Energy Welfare Program for Vulnerable Groups" to improve the residential environment and reduce energy consumption for low-income households.
According to the district on July 8, this program aims to alleviate the electricity bill burden for vulnerable groups and improve their living environment by replacing old, high-consumption fluorescent lights with high-efficiency LED lighting. LED lighting uses more than half less electricity than fluorescent lights and lasts more than five times longer. From 2023 to last year, the district replaced a total of 3,501 lighting fixtures in 62 welfare facilities and 66 low-income households.
This year, the district will support a total of 30 households among low-income families (recipients of livelihood, medical, housing, or educational benefits, as well as near-poor households) and those in welfare blind spots (such as households with single seniors, people with disabilities, grandparents raising grandchildren, multicultural families, and single mothers). The installation and replacement of lighting will be provided completely free of charge. However, households that already have LED lighting installed or have replaced their lighting within the past five years are excluded from support.
Residents who wish to apply for support can do so by calling the Climate and Environment Division at 02-2600-4010. The district plans to complete recruitment of beneficiaries by July 31, after which on-site inspections will be conducted and lighting replacement work will begin.
