Yeoju City, Gyeonggi Province (Mayor Lee Chungwoo) has launched an initiative to promote the 'Maintenance and Management System for Information and Communication Facilities' in order to ensure the stable upkeep of information and communication facilities within buildings and to prevent communication failures and safety accidents.

View original imageOn July 7, Yeoju City announced that, following the recent implementation of the system, it will actively provide guidance on legal obligations and preparation procedures to building management entities newly subject to the regulation, such as those managing buildings with a total floor area of at least 10,000 square meters but less than 30,000 square meters. The city will also strengthen publicity efforts to ensure the smooth establishment of the system in the field.
The 'Maintenance and Management System for Information and Communication Facilities' is a statutory system based on the Information and Communication Construction Business Act. It was introduced to systematically manage various information and communication facilities installed in buildings, including broadcasting, communication, network, and CCTV systems.
Accordingly, building owners or managers, as the responsible parties, must appoint a maintenance and management professional for information and communication facilities and conduct regular maintenance and performance inspections.
The Ministry of Science and ICT will operate a grace period for imposing administrative fines until January 18, 2027, to allow newly applicable management entities sufficient time to prepare and to ensure the stable establishment of the system.
However, even during the grace period, statutory obligations such as the appointment of maintenance and management professionals and performance inspections remain in effect. If the responsible party fails to appoint a manager or conduct inspections within the designated period, an administrative fine of up to 3 million won may be imposed, making advance preparation essential.
Building management entities subject to the regulation must appoint a maintenance and management professional with a qualification grade corresponding to the building's total floor area within 30 days from the system's effective date (or, in the case of new construction or extensions, within 30 days of completion). They must then report the appointment to Yeoju City within 30 days from the date of appointment.
In particular, if maintenance and management work is outsourced to an information and communication construction company, it will be considered as having appointed a separate manager.
Yeoju City plans to continuously publicize the system by posting announcements on the city website and sending official notices, so that building management entities can accurately understand and prepare for the requirements.
