Canada Announces Submarine Project Decision 30 Minutes After Notifying Korean Government of Elimination
Canada has selected Germany's Thyssenkrupp Marine Systems (TKMS) as the preferred negotiating partner for its next-generation submarine program (CPSP).
On July 7, a government official stated, "The Canadian government has informed us that Hanwha Ocean and HD Hyundai Heavy Industries of Korea have been eliminated from consideration for this project." Canadian Prime Minister Mark Carney announced the final result in Halifax, Nova Scotia, at 5:10 p.m. local time on July 6, just 30 minutes after notifying the Korean government of the decision. However, Prime Minister Carney added that if negotiations with TKMS fail, Canada reserves the right to initiate negotiations with the next-ranked candidate, Hanwha Ocean.
Immediately after the announcement, Prime Minister Carney was scheduled to depart for Türkiye, where the NATO summit is being held. Halifax is an eastern port city in Canada that houses a large naval base.
The CPSP is a major project to acquire up to 12 diesel submarines to replace the aging Victoria-class submarines. When factoring in both the construction costs and the expenses for maintenance, repair, and operations (MRO) over the following 30 years, the total project is estimated to reach up to 60 trillion won.

Germany's Thyssenkrupp Marine Systems (TKMS) has been competing with its 212CD model. TKMS has been emphasizing military logistics interoperability among NATO member countries. In order to narrow the advantage held by Korea in "fast delivery," TKMS made a strategic move by offering Canada priority in the production sequence for submarines that had already been pre-ordered for the German and Norwegian navies.
