Exhibition Hall Overcrowding to Be Resolved... HJ Shipbuilding Consortium Selected as Eligible Contractor for BEXCO Exhibition Hall 3 Detailed Design

The BEXCO Exhibition Hall 3 construction project has completed the selection of the eligible contractor for the detailed design and is now moving forward in earnest.
The Busan Metropolitan City Construction Headquarters announced on July 3 that, as a result of the basic design and technical proposal bidding for the BEXCO Exhibition Hall 3 construction project, the consortium led by HJ Shipbuilding & Construction Co., Ltd. was selected as the eligible contractor for the detailed design.
This project is being promoted to expand exhibition and convention infrastructure in response to changes in the global MICE (Meetings, Incentives, Conferences, and Exhibitions) industry. A total project budget of 290 billion won will be invested to build an exhibition hall with a total floor area of 58,809 square meters, consisting of one basement level and four above-ground floors, on the outdoor parking lot site of BEXCO Exhibition Hall 1 in U-dong, Haeundae-gu.
With this selection, the project is expected to gain momentum. The HJ Shipbuilding & Construction consortium proposed a construction period of 50 months and plans to begin priority construction work in September, aiming for completion in October 2030.
Exhibition Hall 3 will be constructed using the Fast Track Method, which involves starting priority construction first and then proceeding sequentially with the main construction after the detailed design is completed.
Busan Metropolitan City expects that the addition of BEXCO Exhibition Hall 3 will alleviate the high operating rate of the existing exhibition halls and further enhance the city's competitiveness in attracting large-scale international conferences and exhibitions.
The project began with basic design services in July 2023 and completed the basic design in December last year. Subsequently, after administrative procedures such as reviewing major construction bidding methods, a tender notice was issued in November last year.
Two consortia participated in this bid, including the HJ Shipbuilding & Construction consortium and the Namkwang Construction consortium, competing for the project.
The basic design and technical proposal bid requires bidders to submit technical proposals for construction method improvements, construction management, shortening the construction period, and cost reduction, based on the basic design provided by the ordering agency. This bidding method is mainly applied to large-scale projects that require both symbolism and technological capability.
In June, Busan Metropolitan City submitted the technical evaluation results to the Public Procurement Service, which finalized the selection of the eligible contractor for the detailed design by incorporating the price evaluation.
The construction will be carried out in two phases, in consultation with BEXCO, in order to minimize the impact on the operation of BEXCO Exhibition Hall 1.

Hyo Sook Kim, Head of the Busan Metropolitan City Construction Headquarters, said, "We will create an exhibition and convention center that meets the needs of a changing era to enhance the competitiveness of Busan as an international tourism city," adding, "We will also focus on ensuring that the operation of the existing exhibition halls proceeds without disruption during the construction period."
