Moonsoo Kim Proposes Three Key Bills for Regional Youth Special Zones
Moonsoo Kim, a member of the Democratic Party of Korea, announced on July 2 that he had sponsored a bill to establish Regional Youth Special Zones aimed at providing housing and cultural facilities for young people.
The core of the bill is to set up a Regional Youth Special Zone Promotion Committee within the Ministry of the Interior and Safety to designate such special zones. The committee would be chaired by the Minister of the Interior and Safety, and its members would include deputy heads of local governments and youth policy experts.
Once designated as a Regional Youth Special Zone, the area would be able to set separate housing supply standards by presidential decree. In addition, commercial lease contracts would be regulated to prevent excessive charges, requiring that rent increases not exceed the rates established by mutual agreements for coexistence.

View original imageFurthermore, through a Regional Youth Special Zone Operations Foundation, the bill aims to support and foster industries such as education, culture, healthcare, information and communications, and distribution within the special zones.
In addition, the bill would allow national and local governments to provide administrative and financial support, including tax and fee reductions for businesses supporting special zone initiatives, and the establishment of a Regional Youth Fund.
To achieve this, amendments to the State Property Exception Restriction Act and the Act on Acquisition and Compensation of Land, etc. for Public Works (Land Compensation Act) will be pursued simultaneously.

Moonsoo Kim stated, "Regions are struggling to attract businesses due to a lack of young people and talent, and are even concerned about their very survival. I hope that Regional Youth Special Zones will improve the lives of local youth and foster an environment where regions can grow together."
