Governor Choo Mi-ae’s First Official Act After Inauguration: Approval of the ‘K-Semiconductor Innovation Plan’
Gyeonggi Province Governor Choo Mi-ae has approved the 'K-Semiconductor Innovation Plan' as her first official decision after taking office, officially launching an accelerated drive to strengthen the semiconductor ecosystem.
On July 1, immediately after her inauguration, Governor Choo signed the 'K-Semiconductor Innovation Plan for Semiconductor Super Gap' as her first official decision. She stated, "This plan is the first action item to realize the core vision of the 9th popularly elected administration," adding, "We will secure super-gap competitiveness in connection with the government's semiconductor strategy."
She also said, "I find it meaningful to directly promote a key provincial policy as my first official act," and added, "We will enhance implementation to proactively respond in the global semiconductor competition."
This plan focuses on proactively responding to the 'Special Act on Semiconductors,' which is scheduled to take effect in August, and on establishing administrative support and a collaborative governance framework to ensure that large-scale investment plans by private companies such as Samsung Electronics and SK hynix proceed without setbacks.
The main points of the plan consist of three core strategies: ▲ the early completion of the world's largest K-Semiconductor ecosystem ▲ shortening fab construction periods and doubling production capacity within five years ▲ and building a foundation for future growth.
Gyeonggi Province plans to complete the K-Semiconductor cluster at an early stage, connecting Suwon (R&D), Yongin, Hwaseong, and Pyeongtaek (manufacturing and materials/components/equipment), Seongnam (fabless), Anseong and Osan (materials/components/equipment), and Icheon (manufacturing).

View original imageTo this end, the province will provide key infrastructure such as electricity, water, and roads in a timely manner, and actively support the government's goals of shortening fab construction periods and expanding production capacity.
Gyeonggi Province will form a 'Semiconductor Strategy Committee' directly under the governor to strengthen its cooperation system with the central government and national agencies. It will also operate a tentatively named 'K-Semiconductor Cluster Completion Council' with participation from the National Assembly, local governments, and companies. In addition, the province plans to establish the tentatively named 'Gyeonggi Future Investment Corporation' to foster the fabless industry and promote the growth of 200 fabless companies.
Furthermore, dormitories and rental housing will be supplied in Idong, Yongin and Segyo 3 public housing district in Osan to improve residential conditions, while educational and medical infrastructure will also be expanded.
Through this plan, Gyeonggi Province aims to strengthen cooperative governance between central and local governments and companies, and to realize its semiconductor policy pledges for the 9th administration ahead of schedule.

The province will immediately establish and implement detailed plans for the operation of related committees and councils in the second half of the year, and will also submit cooperative projects to the government's 'Special Committee on Semiconductor Competitiveness Enhancement.'
