The maximum monthly contribution limit for the Yellow Umbrella mutual aid program, which supports the financial stability and retirement preparations of small business owners, will be raised to 1.5 million won per month starting in July. This move is seen as further strengthening the savings function designed to help small business owners accumulate substantial funds.
The Korea Federation of Small and Medium Business announced that it would overhaul the Yellow Umbrella contribution system as of the 1st, and increase the applicable interest rate when paying out mutual aid benefits. This reform follows amendments to the Restriction of Special Taxation Act Enforcement Decree, expanding the contribution limit from a maximum of 1 million won per month and 3 million won per quarter, to a maximum of 1.5 million won per month and 18 million won per year.
According to the main details of the reform, the contribution limit will be expanded, and additional contributions can be made freely within this limit. As a result, small business owners are expected to be able to utilize tax deduction benefits more flexibly in accordance with their individual business circumstances.
For example, even if someone newly enrolls in the Yellow Umbrella program in December, they can contribute up to 18 million won during the month of enrollment, allowing them to fully take advantage of that year's tax deduction benefits. In addition, if someone pays a year's worth of contributions at the beginning of the year but has not yet reached the annual limit of 18 million won, they can make additional contributions at any time within the remaining limit, making efficient use of the available tax deduction ceiling.
The interest benefits returned to subscribers will also increase. From the third quarter of this year, an interest rate of 3.4% will be applied when mutual aid benefits are received due to reasons such as old age, which is an increase of 0.2 percentage points from the 3.2% rate in the second quarter. In particular, in cases of business closure or death, the interest rate rises to 3.7%, which is 0.3 percentage points higher than the rate for old age withdrawals, offering greater support for the actual asset formation of small business owners.
The Yellow Umbrella is a mutual aid program operated since 2007 by the Korea Federation of Small and Medium Business to provide living stability and support for business recovery to small enterprises and small business owners facing crises such as closure or old age. As of last month, the program had more than 1.9 million registered members, making it a representative social safety net for small enterprises and small business owners. Upon joining the Yellow Umbrella, subscribers can receive tax deductions of up to 6 million won per year, and their principal enjoys annual compound interest, making it advantageous for building a substantial fund. Additionally, mutual aid benefits are legally protected from seizure, ensuring a minimum level of financial security even in times of crisis.
