Stalking Victim Pleads Over 'Secondary Harm'
Justice Minister: "Designating Perpetrators as Subjects for Letter Inspection"
After it became known on social media (SNS) that a stalking victim received a threatening letter from the perpetrator currently serving a prison sentence, Minister of Justice Jeong Seongho announced on June 30 that he would "actively devise measures to protect the victim from secondary harm."
Minister Jeong made this statement via X (formerly Twitter), introducing a news report about a stalking victim recently receiving a threatening letter from the perpetrator in prison.

View original imageHe went on to say, "For the recently reported cases, we have designated the perpetrators as 'subjects for letter censorship' to prevent further harm. However, since this is a response to individual incidents, it cannot serve as a fundamental solution. Stalking is a crime with a high risk of recidivism and, unless the victim and perpetrator are completely separated, there is a significant risk of additional retaliation even after punishment."
He continued, "The same applies to domestic violence and sex crimes." He stated that the Ministry would pursue administrative measures and legislative amendments to protect victims, and called for cooperation from the National Assembly.
Previously, according to a post made public by victim A on her SNS, perpetrator B sent a letter along with drawings of a dandelion and a feather, which appeared to be hand-drawn. B is reportedly serving a one-year prison sentence for stalking. On the back of the letter, B wrote, "A gift. See you soon^^ I'll come to find you." Inside the envelope, it also read, "Feeling sorry is something you do when you can't do anything for someone."

A stated, "The stalker knows the locations of my parents' store and my sibling's store, so not only my own safety but also my family's safety is threatened." She added, "Since receiving that letter, I have not been able to sleep well and am under severe mental distress."
