The participants conducted an intensive inspection of the data migration process for the administrative information system and the procedures for launching civil service operations that will take place on the day the integrated metropolitan city is established, July 1. In particular, discussions focused on ensuring stable operation of services directly related to residents' daily lives, such as resident registration, local taxes, and civil applications concerning construction and land.
Jeollanam-do and Gwangju shared plans for operating emergency response teams to prepare for any potential disruptions during the system integration process, and reviewed the status of the emergency response system. Vice Governor Hwang Ki-yeon reported on on-site civil service counter operations and manual processing procedures in the event of a system malfunction, explaining the contingency plans for unexpected situations.
Vice Governor Hwang also provided a report on the response strategies for in-person civil service work and the manual processing procedures for each type of civil application in case of system failure. He stated that an emergency response system would be activated to promptly address any contingencies that may arise during the integration process.
The government and local governments are currently providing advance notice of the temporary suspension of civil service operations due to the administrative information system transition, utilizing TV subtitles, KTX train cabin monitors, municipal and county websites nationwide, card news, and bank ATMs.
Immediately after the meeting, the attendees visited the Bitgaram-dong Administrative Welfare Center in Naju to inspect the procedures for issuing various certificates, such as land and building registers, and to directly check the civil complaint guidance system in response to the data transition.
Minister Yoon stated, "I will ensure that there is not a single minute of inconvenience for residents on site by paying close attention until the very end," adding, "We will actively support the successful launch and stable settlement of the integrated metropolitan city."
