Daegu City to Provide Expert Consulting for 105 Ongoing Redevelopment and Reconstruction Associations... Customized Support by Project Phase
Daegu City will launch a pilot 'association management consulting' project in cooperation with Korea Real Estate Board starting on the 29th, with the aim of enhancing the operational capabilities and transparency of redevelopment and reconstruction project associations.
Redevelopment and reconstruction projects are large in scale and take a long time to complete, making them prone to various civil complaints and disputes during the association management process. However, oversight has mostly focused on post-project inspections, which has led to limitations in resolving operational difficulties during the early stages of the projects.
As for the status of redevelopment and reconstruction associations in the Daegu area, out of a total of 191, 105 are in progress and 86 have not yet started. Of the 105 in progress, 8 are at the stage of being designated as maintenance zones, 38 have received approval for their promotion committees, 23 have established associations, 21 have received business implementation approval, 11 have received management and disposal plan approval, and 4 have commenced construction.
Daegu City, in collaboration with the Korea Real Estate Board, which is a maintenance project support agency designated by the Ministry of Land, Infrastructure and Transport, will pilot a specialized expert-driven consulting service targeting associations in the early stages of maintenance projects.
The consulting recipients will primarily be redevelopment and reconstruction project associations that were established within the past two years or are at a stage prior to contractor selection. Associations that do not meet these criteria may also apply if necessary.
The consulting will cover all aspects of association management, including service contracts, administrative work, budgeting and accounting, and information disclosure. A professional consulting group composed of lawyers, accountants, members of the Korea Real Estate Board, and local government officials will visit the sites directly, diagnose issues, and provide tailored solutions for each project phase.

Furthermore, follow-up support will be provided after on-site consulting, including monitoring the implementation of improvements and offering additional advice as needed. The city also plans to continue strengthening association management capabilities by sharing key case studies and operational manuals.
