On June 25, Sangil Lee, Mayor of Yongin Special City, expressed his gratitude to citizens, stating that attempts to obstruct the establishment of the Yongin Advanced System Semiconductor National Industrial Complex were thwarted by citizens' protest movements.
In his statement released that day, Mayor Lee said, "Since December of last year, attempts by certain factions within the ruling power to hinder the creation of the Yongin Advanced System Semiconductor National Industrial Complex have been defeated by the strong resistance of citizens, who stood together with the mayor." He added, "I sincerely thank everyone who has worked tirelessly to make citizens' voices heard in various ways, such as holding candlelight vigils and participating in signature campaigns in the harsh winter, all to protect the Yongin National Industrial Complex."
"Samsung's Plan for Six Fabs Remains Unchanged... Citizens' Protests Prevented Cancellation"
Mayor Lee stated, "As already announced to citizens through the media, I have confirmed through communication with the highest-ranking officials at Samsung Electronics that the plan to build six semiconductor production lines (fabs) in the I-dong and Namsa-eup areas of the Yongin National Industrial Complex will not change, despite attempts by those in power to shake things up." He reassured citizens by saying, "Samsung Electronics is well aware of the Yongin citizens' dedicated efforts to safeguard the KRW 360 trillion investment planned for the Yongin Semiconductor National Industrial Complex and, therefore, will never do anything to disappoint Yongin."
Mayor Lee cited four decisive factors that prevented the cancellation of the national industrial complex: ▲approval of the complex before the current administration took office, ▲early initiation of compensation procedures, ▲sales contracts between Samsung Electronics and Korea Land and Housing Corporation (LH), and ▲citizens' campaigns to protect the complex. He analyzed that both administrative safeguards and the unity of citizens overcame political pressure.
He further emphasized that, since the launch of the 8th popularly elected administration, ensuring the national industrial complex proceeds as planned is desirable for both the national economy and the future of the region, and that the project must now accelerate.
Mayor Lee asserted, "Since the project to develop the industrial complex site has been significantly delayed compared to the original plan after the current administration took office, the President should promptly appoint the president of Korea Land and Housing Corporation (LH), the project implementer, so that LH can quickly announce bids for the development of Zones 1 and 2 of the national industrial complex."
He further pointed out, "The original plan was to announce tenders early this year and commence site development around June, but even as July approaches, no bid announcement has been made," adding, "The government and LH are responsible for these delays."
"Ministry of Climate and Environment Must Not Be Swayed by Opposition Groups and Should Ensure Power Supply"
He also offered pointed criticism regarding the power supply issue. Mayor Lee said, "The Ministry of Climate, Energy and Environment must not be swayed by the transmission line opposition group 'National Action' and should demonstrate its determination to implement the power supply plan established in May last year." He particularly emphasized that, as Samsung and SK hynix have decided to invest in other regions such as Honam, ensuring stable power supply to the Yongin complex is a fundamental responsibility of the government.
Regarding Samsung Electronics' new investments in other regions, Mayor Lee stated, "There is no reason to oppose them," but was critical of the 'process and method.' He remarked, "It is shameful and sets a bad precedent if those in power pressure companies to invest elsewhere while destabilizing the Yongin complex, and if companies appear to be making forced investments under such pressure."

Mayor Lee reiterated, "Ensuring that the national industrial complex, which has been painstakingly pursued since the 8th popularly elected administration took office, proceeds as planned is essential for the national economy and the future of Yongin," and added, "Now, all relevant agencies must work together to accelerate the project."
