The ninth popularly elected administration of Goyang City, led by Mayor-Elect Minkyoung Sun, is set to directly address the “floor area ratio” issue, which has long been cited as the biggest obstacle to the reconstruction of Ilsan New Town. The plan is to raise the maximum floor area ratio in Ilsan New Town to 350% in order to enhance the business feasibility and accelerate the pace of reconstruction projects.

View original imageThe Goyang Grand Transition Preparation Committee (Chairman Kim Dalsu) announced on June 23 that, during the Construction and Transportation Division Work Report on June 22, it actively reviewed a proposal to increase the floor area ratio for the special maintenance plan for Ilsan New Town apartments from the current 300% to 350%.
The standard floor area ratio for Ilsan New Town (300%) is lower than other first-phase new towns, such as Bundang in Seongnam (326%), Pyeongchon in Anyang (330%), Sanbon in Gunpo (330%), and Jungdong in Bucheon (350%). Because of this, the business feasibility of reconstruction projects has been relatively low, leading to resident dissatisfaction and concerns over potential project delays.
To resolve this, the committee is pursuing a “re-establishment of the basic maintenance plan for aging planned cities” to raise the standard floor area ratio. At the same time, to reduce the time required for administrative procedures, it is also considering an alternative: maintaining the current standard floor area ratio while raising only the practical maintenance floor area ratio to 350%. Additionally, the city plans to support expert pre-consultations and inter-departmental coordination to help residents develop rational plans.
There was also a bold proposal for regulatory easing in low-rise residential areas, where villas and detached houses are concentrated. The committee discussed plans to increase the building-to-land ratio for detached (multi-family) houses to 60% and the floor area ratio to 180%. This would significantly relax the current restrictions applied to the Ilsan district (building-to-land ratio below 50%) and Haengsin, Seongsa, and Tanhyeon districts (floor area ratio below 150%).
In particular, the committee is considering excluding the entire first floor when used as a pilotis parking lot from the calculation of the number of floors, aiming to both alleviate parking shortages and improve the residential environment. Related maintenance measures are expected to take shape by the end of this year through the ongoing district unit plan revision project.
In addition, the committee broadly discussed housing stability measures such as expanding the supply of public rental housing for seniors, guaranteeing housing for young couples in “Happy Housing” units, devising measures for relocating residents in reconstruction areas, establishing and consulting for integrated support centers for aging cities, promoting the Wondang New Town maintenance project, and renewal plans for aging residential areas in Gwansan, Wondang, Neunggok, and Haengsin.

As a summer safety measure, the committee is focusing on preventing flooding in underpasses. After completing the installation of flood detection alarm devices in all 27 underpasses in the city, it plans to promptly install entry-blocking facilities in the remaining four underpasses, including Hwajeon and Hangongdae, and strengthen real-time monitoring (CCTV) systems.
