Gyeonggi Province to Develop Standard Operating Manual for Daycare Centers
Gyeonggi Province is developing a standard operating manual to reduce repeated inquiries and confusion in daycare center operations.
On June 23, Gyeonggi Province announced that, through the 'Childcare Quality Enhancement ON' initiative, it will analyze Q&A data and on-site cases accumulated in the daycare management system over the past two years. Based on this analysis, the province will establish a practical, standard operating manual and a QR code-based learning system.
Until now, even under the same laws and guidelines, the operation of daycare centers has varied depending on the size of the facility, operating environment, and the experience of those in charge. In particular, there have been persistent, repeated inquiries in areas such as accounting management, child management, staff management, and inventory management. As a result, there has been a consistent call from the field for clearer and easier work guidelines.
In response, Gyeonggi Province plans to systematically analyze the experience and data accumulated in the field, and by October, establish a Gyeonggi-style standard operating model that can be applied to all aspects of daycare center operations, including accounting management, child management, staff management, and inventory management.
Notably, the standard manual will include step-by-step work procedures using actual daycare management system screens, key points to consider for each major case, and clear processing standards, making it immediately applicable in the field.

View original imageIn addition, QR codes will be included for each major topic so that childcare staff can instantly access explanatory videos and educational materials. This will establish a continuous learning system that allows on-site staff to learn and apply knowledge independently, without the need for separate group training.
Gyeonggi Province will operate a field expert hub consisting of daycare directors and childcare specialists, ensuring that opinions from the field are reflected throughout the entire process, from identifying key issues and developing the manual to on-site validation and creating educational content.
Furthermore, by distributing the standard manual and providing on-site training, the province aims to enhance consistency in daycare operations and support new directors and staff in adapting to their work. The initiative also seeks to improve the utilization of the daycare management system and ultimately raise the quality of childcare services.
