[Editorial] Spotlight on Han Chan-sik, Senior Secretary for Civil Affairs, Amid Blue House Reshuffle
On June 21, during the reshuffle of the Blue House staff, Kang Hoon-sik, Chief Presidential Secretary, Kim Yong-beom, policy chief, and Wi Sung-rak, National Security Advisor, retained their positions. While five senior secretaries, including the Senior Secretary for Civil Affairs, were replaced, the fact that all three chiefs remained signals that the overall direction of the Blue House is unlikely to change significantly in the future. In fact, the pace may even accelerate. Chief Secretary Kang Hoon-sik explained, "Based on the achievements of the past year, the focus is on rapidly realizing the vision for the administration’s second year—'An Irreplaceable Republic of Korea.'"
The most notable figure in the first reshuffle is Han Chan-sik, the new Senior Secretary for Civil Affairs, who is a former prosecutor and has worked as a lawyer at Kim & Chang. The success of the second term of President Lee Jae-myung's administration is expected to be heavily influenced by Han’s ability to mediate and coordinate. Differences in perception between the president and the ruling party leader regarding the supplementary investigation authority of prosecutors have already become apparent to the public. President Lee Jae-myung stated on June 19, "If we completely block even minor cases where the supplementary investigation authority could be abused, it could create problems in the future." However, Jeong Cheong-rae, leader of the Democratic Party of Korea, firmly asserted, "It is only natural to completely abolish the supplementary investigation authority."
The issue of a 'Special Prosecutor for Fabricated Indictments' is even more sensitive. On June 20, Lee Hwa-young, former Deputy Governor for Peace of Gyeonggi Province, was sentenced to four months in prison in a first trial for giving false testimony in a citizen participation trial regarding the so-called 'prosecutor’s office salmon drinking party allegations.' The Democratic Party is now burdened in its push for a 'Special Prosecutor for Fabricated Indictments,' while the People Power Party strongly criticized, saying, "Wake up from your futile dreams." This issue also falls under Han’s responsibilities. How Han handles the supplementary investigation authority and the Special Prosecutor for Fabricated Indictments could have a major impact on the political landscape. Attention is focused on whether Han can faithfully convey public sentiment to the president and facilitate coordination between the party and the Blue House.

Following the Blue House reshuffle and the confirmation hearing for Prime Minister nominee Han Sung-sook, a cabinet reshuffle is also scheduled.
