Ministry of Oceans and Fisheries Ramps Up International Cooperation for Successful Hosting of UN Ocean Conference

The Ministry of Oceans and Fisheries is ramping up its international maritime diplomacy in preparation for hosting the 4th United Nations (UN) Ocean Conference in 2028. By attending the Our Ocean Conference (OOC), the ministry is working to expand cooperation in marine finance, marine environment, and sustainable fisheries, while also seeking to secure support from the international community.
The Ministry announced on June 21 that it had participated in the 11th Our Ocean Conference, held in Mombasa, Kenya from June 16 to June 18, where it strengthened international cooperation on major maritime issues and expanded the foundation for international collaboration to ensure the successful hosting of the 4th UN Ocean Conference.
The Our Ocean Conference is a leading international maritime meeting where governments, international organizations, academia, civil society, and the private sector gather to discuss marine protection and sustainable use strategies. Last year, Korea hosted the 10th Our Ocean Conference in Busan, and as the host country for the 4th UN Ocean Conference in 2028, it is taking the lead on international maritime agendas.
At this year’s conference, the Ministry of Oceans and Fisheries organized two side events focusing on marine finance and marine plastic pollution. In particular, it co-hosted a marine finance side event with Chile, which is also a co-host of the 4th UN Ocean Conference, emphasizing the need to establish sustainable marine finance models and reaffirming both countries’ commitment to successfully hosting the conference.
Korea also actively participated in international efforts to eradicate illegal, unreported, and unregulated (IUU) fishing. The Ministry joined as a leading supporter of the 'Mombasa Declaration,' which was announced to strengthen transparency in fisheries, thus endorsing international cooperation to promote sustainable fisheries and responsible fishing practices.
Additionally, the Ministry signed a memorandum of understanding (MOU) with the Kenyan government on mutual recognition of seafarers' qualifications. This agreement is expected to expand cooperation in the shipping sector and promote the exchange of maritime personnel between the two countries by mutually recognizing each other's seafarer credentials.
The Ministry also held a series of meetings with the UN Special Envoy for the Ocean, the European Union (EU) Commission, international organizations, and key non-governmental organizations (NGOs) to discuss ways to cooperate for the successful hosting of the 4th UN Ocean Conference.

Suh Jungho, policy chief at the Ministry of Oceans and Fisheries, stated, "As the host country for the 4th UN Ocean Conference, the Republic of Korea will continue to play a responsible role in addressing international maritime issues. We will further strengthen international cooperation on key agendas such as expanding marine finance, conserving the marine environment, and advancing sustainable fisheries, while making thorough preparations for the 4th UN Ocean Conference in 2028."
