Incheon City Named Top-Performing Institution for Four Consecutive Years in Ministry of the Interior and Safety Innovation Evaluation
Innovation in Everyday Public Services and Achievements in AI and Digital Administration
Incheon City has been selected as the top-performing institution for four consecutive years (2022–2025) in the Ministry of the Interior and Safety’s local government innovation evaluation.
Among metropolitan governments, Incheon City is the only one to have been recognized as the top-performing institution for four consecutive years since the introduction of the innovation evaluation system.
The Ministry of the Interior and Safety conducts annual innovation evaluations to strengthen the autonomous innovation capabilities of local governments and to generate results that residents can directly experience. In 2025, the evaluation covered three areas—organizational innovation capability, innovation performance, and autonomous indicators—across 10 detailed indicators.
This year, Incheon City received high marks for its innovations in public services closely related to daily life and for implementing administrative services based on artificial intelligence (AI) and digital technologies.
In particular, the city drastically reduced the burden of using public services in the fields of housing, transportation, culture, logistics, and food expenses, allowing all citizens to access these services without financial strain.
Additionally, Incheon offered AI- and digital-based administrative services such as ChatGPT-powered automatic real estate market trend analysis, the I-Smart local tax payment notification service, the 24-hour civil affairs chatbot “Incheon TokTok,” and a paperless automated parking fee reduction service, all of which were well received by citizens.
