US Releases Full Text of End-of-War MOU: "Strait of Hormuz Toll Waived for 60 Days"

On June 17 (local time), the U.S. government released the full text of the memorandum of understanding (MOU) for ending the war with Iran, which consists of 14 articles. While foreign media outlets such as Bloomberg had previously obtained and published a draft of the MOU, this marks the first time that the U.S. government has directly released the full text.
According to CNN, a senior official from the Trump Administration disclosed the full text of the MOU during a telephone briefing on this day. The MOU mainly includes the termination of U.S. military operations, a permanent end to the war, the commencement of a 60-day final agreement negotiation regarding Iran's nuclear program, the resumption of free navigation in the Strait of Hormuz, a ban on Iranian nuclear weapons, measures for handling Iran's highly enriched uranium, and the easing of sanctions against Iran. The following is the full text of the MOU.
The United States of America (hereinafter referred to as the United States) and the Islamic Republic of Iran (hereinafter referred to as Iran) have jointly agreed as follows, based on the principles of mutual good faith.
Article 1. The United States, Iran, and all allied countries currently participating in the war, including Lebanon, sign this memorandum of understanding (MOU) to declare the immediate and permanent cessation of military operations on all fronts. Both sides pledge not to initiate any war or military operations against each other in the future, to refrain from any threats or use of force against each other, and to guarantee the territorial integrity and sovereignty of Lebanon. A final deal will confirm the permanent end of the war on all fronts, including Lebanon, as well as the other provisions of this article.
Article 2. The United States and Iran pledge to respect each other's sovereignty and territorial integrity and to refrain from interfering in each other's internal affairs.
Article 3. The United States and Iran pledge to negotiate and reach a final agreement within a maximum of 60 days, with the possibility of extension by mutual agreement.
Article 4. Upon signing this MOU, the United States will begin removing the maritime blockade and all obstructive or disruptive actions against Iran, and will fully end the maritime blockade within 30 days. During this period, vessel traffic will be allowed in proportion to pre-war levels that Iran seeks to restore. The United States further pledges to withdraw its troops from Iran and its surrounding regions within 30 days of the final agreement.
Article 5. Upon signing the MOU, Iran will make every effort to ensure the safe passage of commercial vessels through the Strait of Hormuz without charging any fees for 60 days. The passage of commercial vessels will commence immediately, and Iran will complete mine removal and other technical and military measures within 30 days. In accordance with international law and the sovereign rights of coastal states, Iran will hold discussions with the Sultanate of Oman and other Persian Gulf coastal countries to define the future management and maritime services of the Strait of Hormuz.
Article 6. The United States pledges to establish, together with regional partners, a mutually agreed, definitive plan for the reconstruction and economic development of Iran with a value of at least 300 billion dollars. The implementation mechanism for this plan will be finalized as part of the final agreement within 60 days. All essential licenses, waivers, and authorizations required for related financial transactions will be approved by the United States.
Article 7. As part of the final agreement, the United States pledges to terminate all forms of sanctions against Iran, including United Nations Security Council resolutions, International Atomic Energy Agency (IAEA) Board resolutions, and all unilateral U.S. sanctions (primary and secondary sanctions), according to the agreed schedule. Iran and the United States recognize the importance of lifting the aforementioned sanctions and will address these matters immediately in negotiations to reach mutual agreement on them.
Article 8. Iran reaffirms that it will neither acquire nor develop nuclear weapons. The United States and Iran have agreed to resolve the issue of disposing of stocks of enriched nuclear materials in accordance with the timetable mentioned in Article 7 and mechanisms to be mutually agreed upon. At a minimum, the method will be on-site dilution under the supervision of the International Atomic Energy Agency (IAEA).
Article 9. Until a final agreement is reached, the United States and Iran agree to maintain the status quo. Iran will maintain its current nuclear program, while the United States will not impose new sanctions or deploy additional troops to the region.
Article 10. Upon signing this MOU, and until sanctions are lifted, the United States will implement waivers to enable the export of Iranian crude oil, petroleum products, and derivatives. These waivers will be expanded to cover all related services, including financial transactions, insurance, and transportation, and will remain valid until the sanctions are lifted.
Article 11. Upon implementation of this MOU, the United States pledges to take measures to ensure that Iran can fully utilize its frozen or restricted funds and assets. During the negotiation period, the United States and Iran will reach mutual agreement on the procedures for releasing these funds. These funds must be fully accessible for payment to the final recipient designated by the Central Bank of Iran, regardless of whether they remain in existing accounts or are transferred. The United States will issue all necessary permits and approvals accordingly.
Article 12. The United States and Iran agree to establish an implementation mechanism to monitor the successful execution of this MOU and compliance with any future final agreement.
Article 13. Following the signing of this MOU and the commencement of implementation of Articles 1, 4, 5, 10, and 11, and on the condition that these measures continue to be executed, the United States and Iran will begin negotiations on the remaining articles for a final agreement.

Article 14. The final agreement will be approved by a binding United Nations Security Council resolution.
