Reasonable Pre-Sale Prices and Various Special Benefits Draw Attention to "Ulsan Epyt Starcity"
"Ulsan Epyt Starcity" Offers 5% Down Payment, Interest-Free Interim Payments, 11 Million Won Payback, and Acquisition Tax Support
As new apartment pre-sale prices continue to rise, the financial burden on genuine homebuyers planning to purchase their own homes is also increasing. Consequently, there is a growing trend among buyers to seek more reasonable options that allow them to secure stable housing while avoiding the high prices of newly launched projects.
Recently, there has been increasing interest in high-end residential complexes such as pre-sold apartments and officetels that were supplied one to two years ago. Compared to new pre-sale complexes, these units are often more competitively priced and frequently allow for immediate or expedited occupancy, making them attractive to genuine homebuyers.
The construction industry cites the so-called "triple cost increases"—rising construction costs, labor costs, and land costs—as the main factors behind the increase in pre-sale prices. In reality, the prolonged conflict between the United States and Iran has destabilized global supply chains, causing a sharp rise in energy prices. At the same time, the persistent high exchange rate has driven up the prices of construction raw materials, which are highly dependent on imports.
In March, the Ministry of Land, Infrastructure and Transport raised the standard construction cost per square meter by 2.12%, from 2,174,000 won to 2,220,000 won. The standard construction cost has continued to rise for four consecutive years since March 2022 (1,829,000 won) without a single decrease.
The upward trend in construction costs is also evident in statistics. According to the "Construction Cost Index Trends for April 2026" published by the Korea Institute of Civil Engineering and Building Technology, the April Construction Cost Index (with 2020 as the base year at 100) was recorded at 136.88(P). This represents an increase of 1.75% from the previous month and 4.44% from the same month last year, marking the highest record for eight consecutive months.
Additionally, the construction cost base is rising almost daily due to increased labor costs stemming from labor shortages at construction sites, as well as higher expenses resulting from stricter safety management standards.
Land prices are also on the rise. As the government tightens development regulations and the shortage of available sites for supply intensifies competition to secure new project sites, the cost of acquiring land at prime locations continues to increase. In particular, areas with development benefits, such as KTX station areas and economic free zones, are experiencing even greater land scarcity. Land acquisition costs account for more than 50% of the apartment pre-sale price, making their increase a significant factor in driving up overall prices.
In the end, analysts suggest that securing pre-sold complexes that are already being supplied at reasonable prices and offer financial benefits is the most prudent strategy in an uncertain housing market.
Against this backdrop, pre-sold apartments or officetels that were launched one to two years ago, offer relatively lower prices, and allow for faster move-in are attracting the attention of genuine homebuyers. In particular, "Ulsan Epyt Starcity," which is currently being supplied at a prime location near Ulsan Station, is drawing continued interest thanks to a variety of financial benefits that reduce the initial financial burden for buyers.
HL D&I Hanla is currently selling "Ulsan Epyt Starcity," a complex-type high-end residential project near Ulsan Station that can serve as an alternative to apartments. Located in the S2BL area of the Ulsan Station district in Ulsan Metropolitan City, "Ulsan Epyt Starcity" consists of seven buildings with three basement floors and up to 17 above-ground floors, comprising officetels in the following configurations by exclusive area: 30 units of 119㎡ Type A, 84 units of 119㎡ Type B, 380 units of 119㎡ Type C, 15 units of 119㎡ Type D, 7 units of 119㎡ Type E, and 34 units of 119㎡ Type F, totaling 602 units.
Located near Ulsan Station, "Ulsan Epyt Starcity" is regarded as one of Ulsan's leading new residential complexes. The area is expected to benefit from major development initiatives, including the "Southeast Region Circular Rapid Transit" (known as the "Busan-Ulsan-Gyeongnam GTX"), the development of the "Busan-Yangsan-Ulsan Metropolitan Railway," the New On City project, additional designation of economic free zones, the establishment of urban convergence special zones, and the expansion of Samsung SDI facilities.
The biggest attraction of "Ulsan Epyt Starcity" is the significant reduction in the financial burden for buyers. A fixed-rate down payment of 5% allows contracts to be signed with an initial payment of 5 million won, with the remaining down payment due within one month.
In addition, a full interest-free benefit on interim payments further reduces financing costs, and buyers receive a 11 million won payback benefit. There are also benefits such as support for the 3.5% acquisition tax and free installation of system air conditioning. Notably, the introduction of an asset value guarantee system helps alleviate consumer anxiety amid recent market volatility and supports stable asset formation for genuine homebuyers.
All units are configured with exclusive areas similar to the highly sought-after 84㎡ apartment balcony expansion type, in six types of 119㎡ (A~F). Some of the seven buildings in the complex feature 4-bay plate layouts with cross ventilation and excellent lighting and ventilation, while others use tower layouts with superior openness.
About 95% of all units are designed to have kitchen windows, and each unit provides approximately 1.8 parking spaces, ensuring ample parking. Landscaping area is 1.7 times the legal requirement, creating a pleasant living environment. The south-facing orientation of the complex further enhances residential comfort. In addition, residential facilities and parking spaces are separated, so no cars travel on the ground level. Advanced systems have also been introduced, including an integrated facial recognition system for automatic elevator calls and main entrance door opening, as well as smart display switches and unmanned parcel delivery systems.
The site conditions are also highly rated. Located only 400 meters in a straight line from Ulsan Station, this super-station area enables access to Seoul in about two hours and to Busan or Daegu in around 20 minutes via KTX or SRT high-speed rail. The area also boasts an extensive expressway network. It takes about five minutes by car to reach the Seoul-San IC, providing convenient access to the Gyeongbu, Ulsan, Hamyang-Ulsan, and Donghae expressways.
The natural environment is also pleasant. The Taehwa River flows in front of the complex, and Gajisan Provincial Park, Ganwol Natural Recreation Forest, Ganwolsan, Sinbulsan, Balgeolsan, and Odusan mountains are nearby. Recreational facilities in the vicinity include the Amethyst Cave World, a drive-in theater, Jakcheonjeong Moonlight and Starlight Campsites, and Deungeok Alps Campsite. The complex is also close to the Bancheon General Industrial Complex, Ulsan Economic Free Zone Business District, Ulsan Exhibition and Convention Center, Ulsan Eonyang Post Office Delivery Center, and Gilim Science Research Institute, making it an ideal residential complex for those seeking proximity to both work and home. Nearby schools include Samnam Elementary School, Eonyang Middle School, Eonyang High School, and Ulsan Industrial High School.
