In his opening remarks, Mayor-elect Eom stated, "We decided to skip the transition committee and instead sought to create a future-oriented vision through direct communication with public officials. During the recent work reports, the active participation of younger officials met my expectations."
Regarding the issue of population decline, Mayor-elect Eom announced, "I will establish a mayor’s direct organization dedicated to population policy."
He further added, "After taking office, I will execute an immersive '100-day operation' to secure momentum for municipal administration."
Lee Sooyoung, head of the municipal transition task force, presented the current progress and proposed strategies for fostering three core industries—renewable energy, mobility, and wellness—as well as measures to increase the resident population.
There was a heated discussion among the mayor-elect, public officials, and experts on urgent issues such as the crisis of local extinction, fiscal soundness, and the revitalization of the old downtown.
Advisory committee member Lim Sebin expressed concerns about the city’s fiscal management, pointing out, "Last year, Boryeong City intensively issued local bonds worth 48 billion won for 13 projects, but the funds were concentrated on constructing new public buildings rather than on profit-generating industries."
Committee member Kim Jeonghun called for a reduction in the indiscriminate pursuit of public contest projects solely to secure national and provincial funds, and added, "There are currently too many vacant stores in the traditional market, and there is an urgent need for effective solutions on how to use them productively."
