Seocho District Introduces 'AI AGENT OFFICE' for Administrative Work...A First in the Nation
Self-Developed Work Support Platform for Staff
Enables Legal Search, Statistical Analysis, and Document Creation
Seocho District in Seoul (District Mayor Jeon Seong-su) announced on the 16th that it has introduced the "Seocho AI AGENT OFFICE," the nation’s first artificial intelligence (AI) work support platform for public employees.
This platform goes beyond simple Q&A-level generative AI and is an AI agent-based system that supports actual work execution. When a public official gives an instruction, the system continuously performs multiple steps such as researching and organizing materials, and drafting documents. The aim is to reduce repetitive administrative work and enable staff to focus on essential tasks such as policy planning and improving administrative services.
A key feature is the integration of major public data and document systems required for administrative tasks using the Model Context Protocol (MCP) method. It is linked with the National Law Information Center, allowing users to view the latest legal provisions and court precedents, and it also enables statistical analysis using data from the National Statistics Portal. The platform is equipped with functions to directly open Hangul documents to extract, summarize, or revise content, as well as to create new documents.
The platform also features AI agent characters and a virtual office space so that employees can visually observe the AI handling work. While waiting for tasks, the AI is depicted as checking a mobile phone or drinking coffee, and when given instructions, it is shown drafting documents, helping staff to feel more familiar with collaborating alongside AI.
Seocho District began operating the "Seocho AIgent," the first behavior-based AI chatbot for residents among local governments, in December of last year. In the approximately six months since its launch, it has handled a total of about 19,000 inquiries, responding to an average of around 100 per day in just 9.2 seconds. Numerous organizations, including central government ministries such as the Ministry of the Interior and Safety and the Ministry of Economy and Finance, as well as the Seoul Metropolitan Government and Suwon City, have inquired about benchmarking the service. It was also selected as an exemplary overseas case of administrative AI adoption by Japan's Ministry of Internal Affairs and Communications.

Jeon Seong-su, Mayor of Seocho District, stated, “AI has developed beyond being a simple information search tool and is now becoming an administrative partner that actually carries out work together,” adding, “We will continue to actively utilize AI in public administration to enhance administrative efficiency and improve the quality of services for residents.”
