Jeju Special Self-Governing Province is launching an all-out effort to prevent illegal filming crimes by introducing a three-stage response system consisting of "preparation, intensive inspection, and post-management" for beaches, public tourist attractions, and other key locations, in order to create a safe security environment for residents and tourists to visit with confidence during the peak summer tourism season.
On June 12, Jeju Province announced that it would operate joint on-site inspection teams with relevant organizations and formally implement a system to prevent and block illegal filming as part of its efforts to establish a safe infrastructure for the tourist peak season.
The joint inspection team, in cooperation with specialized agencies such as the Jeju Center for Women's Emergency Calls (1366) and the Jeju Digital Sexual Crime Victim Support Center, will establish a one-stop integrated response system for "inspection, prevention, and victim support." Starting with Samyang Beach on June 22, the team plans to conduct detailed inspections using professional detection equipment at vulnerable facilities—such as restrooms, changing rooms, and showers—at Hyeopjae, Iho Tewoo, Hamdeok, and Jungmun Saekdal beaches, especially during July and August when the floating population is at its peak.
Ahead of the peak summer season, Jeju Island is partnering with related organizations to conduct intensive preventive inspections aimed at creating a "Digital Sexual Crime Safe Zone" where vacationers can enjoy their time with peace of mind. Notably, this initiative includes not only administrative reforms but also practical incentives designed to encourage voluntary participation from the private sector. The province will introduce a new "illegal filming prevention safety inspection assessment index" as a criterion for selecting outstanding tourism businesses in the future. In addition, it will incorporate basic education on illegal filming prevention and self-inspection procedures into the regular process for food hygiene business operators, supporting private establishments in strengthening their own improvement capabilities. At the same time, a post-management support system for victims of digital sexual crimes has also been established.
The establishment of this three-stage special response system is interpreted as a leading and advanced strategy to maximize the effectiveness of tourism security by breaking away from the traditional framework focused solely on post-incident detection.
