Daegu Federation of Environmental Organizations Urges Winitech, Majority-Owned by Superintendent Kang Eunhee, to Fulfill Social Responsibility

The Daegu Federation of Environmental Organizations issued a statement on June 12, urging, "Winitech Co., Ltd., a regional company that has grown through public support such as special provisions for women-owned businesses and whose largest shareholder is Daegu Superintendent of Education Kang Eunhee, must fulfill its corporate social responsibility."
The Daegu Federation of Environmental Organizations stated, "Winitech Co., Ltd., in which Superintendent Kang Eunhee holds 51.7% of the unlisted shares, is a company that has grown as a women-owned enterprise. Considering that Winitech Co., Ltd.’s main business is the development of integrated control software for the public sector, it is highly likely that the special provisions for women-owned businesses were one of the decisive factors in Winitech Co., Ltd.'s growth."
According to the company history released on the official website of Winitech Co., Ltd., the company was selected as a 'Daegu Star Company 100' in 2018. Companies selected as star companies receive customized and expedited support, individualized specialization support, joint support for branding and corporate promotion, as well as priority access to Daegu city policy funds and connections to programs such as support for hiring innovation professionals. In addition, Winitech Co., Ltd. was also selected as an Excellent Small Company by the Ministry of Employment and Labor, among other forms of public support in various fields. The primary clients of Winitech Co., Ltd. are public institutions such as the government and local governments. Winitech Co., Ltd., as a regional company, is therefore expected to be more sensitive to social responsibility issues than typical companies.
The Daegu Federation of Environmental Organizations said, "Winitech Co., Ltd., in which Superintendent Kang Eunhee holds 51.7% of the shares, held an extraordinary general meeting of shareholders on September 5, 2025, where CEO Choo Kyogwan, who had effectively managed Winitech Co., Ltd. as the spouse of Superintendent Kang Eunhee, was dismissed, and the spouse of Superintendent Kang Eunhee's younger brother was appointed as the new CEO. In addition, Superintendent Kang Eunhee's eldest son, who was working as a manager at Winitech Co., Ltd., was appointed as a director." The organization continued, "During this process, Superintendent Kang Eunhee played a leading role and even served as the chair of the extraordinary general meeting of shareholders. From a governance perspective, Superintendent Kang Eunhee led a regressive decision, and this could undermine trust and respect not only for Winitech Co., Ltd. but also for women-owned and regional companies."

The Daegu Federation of Environmental Organizations emphasized, "Winitech Co., Ltd. is a company that has grown through public support, such as special provisions for women-owned businesses. The company’s largest shareholder is a popularly elected official, the Daegu Superintendent of Education. The head of the Daegu Metropolitan Office of Education, who must cooperate with the mayor of Daegu and others to promote and expand ESG management, is also the controlling shareholder of this regional company." The organization added, "Given these facts, the controversies surrounding Winitech Co., Ltd. after the extraordinary general meeting are extremely regrettable. From now on, Winitech Co., Ltd. must fulfill its social responsibility."
